Research On The Collaborative Governance Mechanism Of Emergencies In The Self-media Era

In the transition period,China has entered a period that emergencies frequently happen.The limitations of government emergency disposal,the consciousness awakening and the promotion of ability of multiple social subjects and so on have created positive conditions for the collaborative governance of emergencies.In the“We Media”age,the spread speed of incidents is far faster than ever before,which has brought great challenges to the government emergency disposal,for example,a student committed suicide in Luzhou Taifu on April 1~stt 2017 which placed the government in the cusp.At the same time,the media may also utilize its own advantages to help the government to deal with emergencies,the most prominent are the social mobilization and synergies,which can maximize the mobilization of social forces to participate in the handling of emergencies,improve the emergency disposal capability and performance.Focus of this study is in the“We Media”age how multiple subjects work together to respond to emergencies,taking Pujiang 2.16 large search and rescue case as an example.First of all,from three aspects the thesis shows the topic of background,which are,the characteristics and impacts of emergencies that currently frequent occurring,current shortcomings in emergency co-governance and roles of“We Media”mobilization playing in the emergence disposal.Then the thesis analyzes the study significance from both a theoretical and practical perspective,and also explains the necessity of this study,reviews literatures related to this study,introduces the study methods used in the thesis.Secondly,on the basis of the literature review,the author tries to establish the theoretical analysis framework of collaborative governance for public crisis,discusses the necessary conditions and functions of collaborative governance,analyzes the objective necessity of collaborative governance in the“We Media”age from the challenges of media information dissemination to public crisis management,the advantage condition of“We Media”disclosure,public opinion guidance and social mobilization to promote public crisis collaborative governance.Thirdly,from the theoretical analysis framework of collaborative governance for public crisis in the“We Media”age,this thesis analyzes the key elements for the successful rescue of Pujiang 2.16,mainly including the effective coordination among multiple subjects,social mobilization and information disclosure from the“We Media”,local government's precise decision-making and scientific search and rescue.Fourthly,the author analyzes the shortcomings of the rescue of Pujiang 2.16 from the insufficient experience in the coordination of social subjects in emergencies,government's lack of emergency preparedness and emergency response capability.Fifthly,from the response model innovation of emergencies,the innovation of emergent mobilization mode,improving the response mechanism of emergencies,the information communication mechanism,accountability mechanisms for emergency governance,and the emergency coordination incentive mechanism,the thesis includes the inspiring significance of emergencies collaborative governance from the rescue of Pujiang 2.16.Finally,it is concluded that the multiple social subjects involved in the handling of emergencies is being a trend.But there is still a problem of disorder in collaborative governance when dealing with emergencies,therefore full attention should be paid to the“We Media”social mobilization,and it is crucial to put forward a further outlook how to balance the relation between the public opinion and government decision-making.
