production and life,is the focus on the people's interest demand expression and the interest contradiction,and advocates the national governance issue must pay attention to the local governance level and the governance performance.The modernization of the local governance is both the modern state and the modern The organic component is also the basic link to realizing the modernization of national Communist Party of China and the social relations to the perspective of local governance modernization,which is of great significance to promote the transformation of local governance.Since its emergence,the Communist Party of China has been deeply rooted in the society.The reason why the Communist Party of China has been able to become the ruling party and the leading party of our country,and led the people of the whole country to make remarkable achievements in the process of socialist modernization,the most fundamental reason is that the party has always maintained and inherited the fine tradition rooted in the society and relying on the masses.Therefore,the relationship between the party and the society(or the relationship between the party and the masses)has long been a matter of great concern to the Communist Party of China,and it is also an important theoretical issue in the study of the Sinicization of Marxism.From the historical point of view,since the Communist Party of China came to power in 1949,it has always operated and found a balance point in the interactive relationship and structure of the political party,the state and the society.With the continuous development and improvement on socialism with Chinese characteristics,under the grand background of the overall change of Chinese society,the relationship between party and society in China has experienced the development and transformation of "isomorphism" before the reform and opening up,and the form of "preliminary separation since the reform and opening up.Modernization of local governance provides a new logic and new thinking for the construction of the relationship between the party and the society in China.However,it is undeniable that there is still a certain tension between the interaction mode and existence of the relationship between the party and the society and the modernization of local governance,which is manifested in the risk of consumption of the social the relationship between the Party and the society in local governance is the leading and fostering of the Communist Party of China to the society.Since the reform and opening-up,the society has gradually divorced from the control and development of state power to become a relatively independent field,but at the present stage,the market economic system of our country is not yet mature,the degree of social organization,the level of self-government is low,the people s ability to participate in the public affairs and the citizen consciousness that should be provided,The citizen s spirit does not adapt to the change of modern governance in our country.For this reason,within the framework of local governance,an important aspect of the relationship between the Society and the Communist Party of China is that the Communist Party of China guides and cultivates the society,promotes the formation of a relatively independent and autonomous system of society,cultivates the modern citizens,cultivates the value norms of the social life communities,and supports the health of social organizations development,promote the participation in the multi-element subjects in the process of governance,and set up a platform and a mechanism for the co-treatment of the government and the society in order to meet the overall development strategic objectives and political planning needs of the country in the modernization of governance.On the other hand,from the perspective of society,this paper puts forward that the relationship between the party and the society in local governance is the gain and restriction of the society to the power of the Communist Party of China.At present,the awakening of subjectivity in Chinese society is of great significance of the realization of taking the people as the center,safeguarding the public interests,responding to the demands of the people and promoting the development of democratic politics.In local governance,the moral spirit and quality of social public welfare,volunteerism and so on can overcome the tendency of neglecting the will of the people in the party's decision-making,or the preference for class interests.At the same time,the important carrier of modern society,social organization,has the advantages of public welfare,folk,autonomy and so on,and represents and maintains the interests in specific groups.It plays a unique advantage in meeting social resources and gathering talents,and plays an important complementary role in the function of the Party.In addition,the social transformation brings about the growth and development of civil rights,strengthens the supervision and restriction of civil rights on the power of the party,and is conducive to the realization of the people's nature of the granting and exercise of local party power,and then optimizes the local governance.On the basis of the problems existing on the relationship between the party and the society from the perspective of the modernization of local governance and the in-depth analysis of the basic contents of the relationship between the party and the society,this paper puts forward the mode of service and consultation" of the relationship between the party and the society under the overall leadership of the party in local governance.The overall leadership of the Party is the basic principle and political premise of the relationship model of Service and consultation",which shows the organic unity of promoting and strengthening each other.The spiritual concepts of democracy,responsibility,response and participation contained in the modernization of local governance greatly highlight the return of the”social standard" value.The party serving the society is the essential content of the relationship between the party and society in local governance.Service is the consistent aim at Marxist parties,and its purpose is also the embodiment of the advanced nature of Marxist political parties.Consultation provides a broad platform for people to participate in local governance.Party and community consultation conforms to the democratic essentials of the people as masters of their own country.In local governance,it is conducive to extensive cooperation between the party and society,dialogue and communication between the party and society and the effective concentration of public opinion,which is the interactive mechanism between the party and the social relations.
