| In recent years,governments at all levels in China have been putting emphasis on the improvement of the governance of network public opinion,regarding it as one of the key indicators of performance in terms of social governance of the local government.At the same time,many typical practices and advanced experiences have emerged in the emergency work of network public opinion nationwide.Since the establishment of the County Internet Management Office in 2009,T County has been striving to guide the development of local network public opinion from the perspective of managers at the county government level,actively promote the healthy and rapid development of the local Internet and media,and gradually improve the construction of relevant institutions,systems and mechanisms for network public opinion.However,since the local network public opinion monitoring and the early warning mechanism remain faulty,and an active sharing mechanism for authoritative information is expected,the local emergency network public opinion governance is still confronted with predicaments such as untimely monitoring and early warning of network public opinion risks,and insufficient active disclosure information for emergencies,and so on.Therefore,against the background of the occurrence and development of all kinds of emergency network public opinion in T county,this study aims to explore and improve the emergency mechanism of local network public opinion,so as to provide some reference and experience for improving the comprehensive network governance of local governments and reducing the adverse impact of emergency network public opinion on society.By using the methods of literature review,investigation and interview,case analysis and so on,this study investigates and interviews the network public opinion managers,staff and local people of T county,finds out the problems and causes in the mechanism construction.In addition to that,this study also combines the theories of communication and public management to improve the emergency mechanism of government network public opinion in T county from the perspective of government managers.It puts forward the corresponding measures and solutions to strengthen the T county government on the emergency network public opinion emergency mechanism construction of scientific and targeted.First of all,this study expounds the background and significance of the topic and research,collates the research on network public opinion or public opinion at home and abroad by consulting relevant literature,and determines the theories and concepts involved.Besides,it puts forward the corresponding research ideas and methods.Secondly,it conducts field investigations and interviews in T county,from the establishment of the emergency mechanism of network public opinion in T county to the current situation.According to the actual situation of the construction of emergency mechanism of network public opinion in T county,interview questionnaires and questionnaires are designed respectively from three different angles,and the survey and interview data are collected and refined to find out the problems and reasons of the research objects.Finally,based on the in-depth reading and consideration of relevant cases and literature at home and abroad,the recommendations are put forward in four aspects:improving the monitoring and early warning mechanism of online public opinion on emergencies,improving the mechanism of public information on online public opinion on emergencies,strengthening the mechanism of multi-party coordination between the government and other units,and improving the professional training mechanism of the emergency response team of online public opinion on emergencies.With the support of corresponding theories of public management,the study gives due consideration to the reality of local public opinion emergency so as to draw some conclusions that can provide a reference for the construction of emergency mechanism of emergency network public opinion for the local government. |
