Opening government data is of great significance to the political,economic,social and cultural development of a country.Stimulated by the potential value of open government data,many countries and governments around the world have opened the data resources to the public.Up to now,open government data has mainly been focused on some provincial and municipal levels in China.Many local governments have explored the implementation of open government data.In Shanghai,even if all departments open their data resources according to the unified requirements issued by the Shanghai Municipal government,the great differences between each department in the implementation process of open government data could be found.However,existing domestic and foreign studies mainly emphasize open government data on the macro-level,which could not effectively explain the differences between different departments.On thisbasis,we put forward the confusion: What factors lead to the difference in the degree of implementation of open government data by different departments of the same local government? The details are as follows:(1)does the internal factors of government departments affect the implementation of open government data?(2)what is the specific mechanism?(3)does the external environment of government departments also affect the implementation of open government data?We draw lessons from the Open Knowledge Foundation's definition of Open Data Index.In this study,Open Government Data Index reflects the degree of implementation of open government data in a single department.Based on the existing research on open government data,this study takes the resource-based theory as the theoretical foundation of this research and takes the different government departments of the same local government as the research object to further explore the factors that influence the government departments to open government data indexes within government departments from the perspectives of technical capacity,organization awareness,organization arrangement,rules and regulations of government departments.In this study,we collected data through questionnaires for empirical research,and further verified,interpreted and improved the results of the empirical analysis through case studies.we hoped that this study willpoint the direction and focus of improvement for the implementation of subsequent open government data.We have drawn the following conclusions:(1)As a prerequisite and necessary condition of open government data,the technical capability of government departments plays a fundamental and key role in the implementation of open government data and open government data index;Organizational arrangements have an important impact on the implementation of open government data and open government data index;The rules and regulations of open government data play an extremely important role in the implementation of the opening of government data and open government data index.(2)rules and regulations of government departments will moderate the relationship between the technical capabilities and open government data index;the degree of matching between organizational factors and technical capabilities is positively affecting the open government data index of government departments.(3)the performance evaluation system and punishment incentives developed by the higher authorities play an important role in the promotion of open government data.Next,we validate the conclusions from empirical analysis and explain them further on the basis of case analysis.Based on case analysis and field interviews,we put forward the following countermeasures and suggestions:(1)improving the technical capabilities of the department,especially data security and risk prevention capabilities;improving the awareness and implementation of open government data by various government departments based on the combination of passive inculcation and active attraction;taking the promotion system of open government data as a starting point,building the management,coordination and promotion system of open government data,and exploring the system of chief data officer;improving the relevant rules and regulations of open government data from the two levels of municipal government and government departments;(2)departments with different technical capability have different priorities for improvement,the department with weaker technical capability should start from improving the rules and regulations related to open government data in the department,while the departments with higher technical capability should pay more attention to the internal arrangement and structure of the organization;(3)establishing a sound open government data performance evaluation system,and promote the in-depth development and implementation of government data by taking the open government data assessment results into annual department performance appraisal.This research takes a single government department as the research object,focuses on the implementation of open government data in a singlegovernment department on the micro level,further explores the factors influencing the difference of open government data index in a department,and expands the existing open government data research from the macro level to the micro level to a certain extent;in addition,we apply the resource-based theory to open government data-related.Our study makes some amendments and improvements to broaden the application of resource-based theory,which could explain the research issues systematically.The conclusions of this study can point out the direction and focus for the implementation and follow-up improvement of open government data in practice and better promote the in-depth implementation of open government data.
