Strengthening global governance has become the common understanding of the international community,and effective global governance depends on the international institutions.The leading country of the international community plays a key role in the establishment of the global governance institutions.The most typical is that after the outbreak of the Second World War,the United States led to the creation of a series of international institutions: regional system,global system,economic system,security system,multilateral system,bilateral system,etc.Leading countries can create international Institutions according to their own interests and adjust them according to their preferences.However,the establishment of the institutions involves more than simple credible commitment and self-discipline of the leading country.Essentially,legitimacy is a social and relationship phenomenon.A person's status or power is not legal in a vacuum.This concept is meaningful only in a specific social context.Even the leading country cannot unilaterally create legitimacy.Legitimacy can only be granted by other countries in the international community.The international Institutions created by the leading countries are not a unique play of them.It needs the consent and participation of other countries to operate effectively.How does the leading country make other countries agree and support the supplying institutional arrangement ? What is the path for the leading country to realize the legalization of international institutions?This article believes that in the process of creating an international Institution,the leading country do not seek coercive measures to force other countries to accept their institutional arrangements.It is a continuous communication process from the competition of the leading country's institutional plan to the final legalization.Legalization did not happen overnight,and the socialization of the institution did not start completely after the institution was created.The process by which the leading country leads the creation of an international institution and the promotion of itsinstitutional programs is precisely the process of communicating interest incentives and values to the elites and people of other countries through communication.In short,the legalization of communication is the legalization of the global governance institution led by the leading country.The legalization of communication refers to reaching an understanding through argumentation in the communication process and forming a consensus on the basis of understanding in order to obtain legality.The legalization of communication is divided into two dimensions: output and input.The legalization of output refers to the process in which the leading country sold supplying institutional plans to other countries and is accepted and recognized by other countries.The more the institutional plan supplied by the leading country meets the needs of other countries in the international community,the more attractive the output of this international institutional plan will be,the smoother the export process will be,and the easier it will be accepted by other countries.Input legalization refers to the process of feedback from other countries in the international community to the institutional plan of the leading country and being absorbed by the leading country.Other countries in the international community are not passively accepting the international institutional programs.They will exert their own initiative and force the leading countries to consider their interests through debate and communication.When the leading country exports its own institutional plan,other countries can modify their preference to accept the leading country's institutional plan,or force the leading country to adjust the institutional plan by exerting initiative.The interaction between the participating country and the supplying country constitutes a process of mutual legalization: the supplying country outputs the institutional plan with benefits as the shell and values as the core to the participating countries.The participating countries feedback their own interests while adjusting their preferences for the supplying country.In order to improve the legitimacy of the international Institution and obtain the acceptance and participation of more countries,the supplying countries will adjust the initial scheme appropriately.Then,the adjusted scheme will enter into a new round of output process again so as to achieve the convergence of interests and values between the supplyingcountries and the participating countries.This article validates the case of the United States creating an international currency system before and after World War II.By examining the changes of foreign policy and communication cooperation between the United States and other countries during the period from the Great Depression to the end of the Bretton Woods conference in 1944,it is found that international monetary cooperation presents different characteristics in different stages due to the different foreign policies and cooperative attitudes of the countries.In the early days of the Great Depression,countries such as Britain and the United States acted independently.Lack of effective communication led to the failure of creating an international monetary institution.Countries pursued domestic priority policy to save their collapsed economy by sacrificing the interests of other countries.This kind of economic policy based on the lack of effective communication and mistrust.Although there have been opportunities for cooperation,they have failed due to lack of sincerity and great differences between goals and interests.The period between the tense situation in Europe and the participation of the United States in the war was a transitional period from the negative communication to positive communication.After the United States participated in World War II,it exported its multilateralism,equality and mutual benefit,non discrimination values to other countries,as well as the interest needs of the international institution created by the United States.Finally,the international monetary institution was successfully established by adjusting the institutional scheme to meet the interests of other countries.
