A Research On The Administrative Accountability And The Legalization Path In Our Country

The system of administrative accountability has been put forward because of SARS in 2003. It experienced the accountability storm finally to the legal accountability. Administrative accountability has been the very concern of the government in that period, because the rationality of accountability is in relation to the rationality of the government law enforcement. The paper discussed and analyzed the current accountability system, and try to through the legalization way to improve our system of administrative accountability.This article firstly elaborates the basic contents of the administrative accountability system and the definition of administrative accountability. Next summarizes the typical administrative accountability events over the years, such as the event caused by major accidents, public health and mass incidents. By summarizing can described the reason and results of accountability in detail, in order to find out the problems that administrative accountability system has revealed in life. Summarized the defects of administrative accountability system finally, like the accountability subject is single, the officials return mechanism is not sound, the imperfect legal basis of administrative accountability and so on. I try to complete the legalization way of administrative accountability in the last part, mainly by means of building a sound administrative accountability legal system, dividing the permissions of each function department, completing the subject accountability mechanism and so on.
