Research On Legalization Of Public Security Governance

Social public security governance is an important part of social governance and occupies an important position in the social governance system.In recent years,due to the ever-expanding functions of public security work,the situation and tasks facing it are increasingly severe,complex,onerous and arduous.Problems have emerged in public.security work,such as insufficient personnel,non-implementation of work,unclear responsibility,unsmooth operation of linkage mechanism,insufficient capacity of social mobilization and lax governance of basic public security elements.Many reform and innovation measures,including community policing,have been carried out in various regions to solve the problem of public security,and obvious governance effects have been achieved.However,there are still many gaps in the solidification of reform achievements,especially legalization,which is far from the requirement of "legalization of social governance" proposed by the 19th CPC national congress of the Communist Party of China.This paper takes the objective situation of social security governance as the background.Taking social policing as the analysis sample,this paper summarizes the theoretical basis of the legalization of public security governance from the perspectives of law-based governance and law-based administration,public governance theory,social coordination theory,and public participation theory,so as to adapt to the construction of "safe China" and meet the needs of the masses for new safety expectations.To meet the needs of modernizing the country's governance system and improving its governance capacity;Promoting the rule of law and administration according to law,using legal thinking and legal methods to solve the needs of social problems and strengthening the three-dimensional social security prevention and control system of the need to discuss the necessity of social security governance by law.On this basis,put forward the social public security management architecture,and the content of the legislation,from the cultivation of the rule of law thinking,adhere to administration according to law,adhere to the social contradictions and problems to solve in the orbit,strengthen management supervision,promote the management work to increase efficiency aspects put forward strengthening law enforcement,to standardize the behavior of the governance work are suggested.
