Research On The Economic Mechanism And Realization Path Of The Impact Of Digital Technology On Public Services

Public service synchronized with the origin of the city,and continuously enriched with the development of the times,becoming an important symbol to measure the degree of social civilization.The 19 th National Congress of the Communist Party of China put forward that the main social contradictions have changed into the contradictions between the people's growing needs for a better life and the unbalanced and insufficient development.AS a key issue to alleviate the main social contradictions,the innovation of public services has also become a historical proposition for China to enter a new era.At the same time,the rapid development and popularization of digital technology have had a profound impact on human society.Challenges and opportunities coexist for the development of public services.Therefore,the core issue of this dissertation is what impact does the application of digital technology have on public services?What is the economic mechanism? How to use the advantages of digital technology to promote the high-quality development of public services,and to explore a new path that is not only suitable for the basic national conditions of China's population and resource constraints,but also can meet the increasing public service demand of the people.First of all,this dissertation analyzes the basic concepts,pointing out that public service should be regarded as a system that pursues the dynamic balance of social economy.Its development should not stay in the shallow sense of introducing new changes,but embrace a dynamic evolutionary logic.The application of digital technology provides the possibility to realize the dynamic balance and adaptation of public services,making them more flexible and able to find the right position and the right intensity.Then,through combing the development process and current problems of public services in our country,it can be concluded that the traditional public service mode of top-down and compartmentalization is deeply embedded in the application of technological innovation.Therefore,it is necessary to fundamentally reshape the concept of public service,promote model innovation at the system level,and provide all-round theoretical guidance for the continuous improvement of public service.The literature review follows the cognition of public service innovation that supply agent,governance mechanism and technology innovation are key components of public service,and the coupling changes among these components will eventually form a new public service mode.Through combing the foreign and domestic literature,the research focus of this dissertation is also clear.Scholars at home and abroad still lack an overall understanding and in-depth study of digital-driven public service.At the same time,scholars are slowly changing from a single perspective to a more systematic and realistic perspective to understand human interaction in contemporary society.Therefore,this dissertation takes the urban complex system theory as a leading theory and collective action theory,information asymmetry theory,transaction cost theory and new public governance theory as supporting theories to build an interdisciplinary theoreticalfoundation.On the basis of deconstructing the complex systems of public services,it analyzes how digitalization,networking and intelligentization brought about by the application of digital technologies will act on public services through solving the problems of information asymmetry,collective action dilemma and reducing the transaction cost of supply and demand matching.The characteristics of emerging digital technologies are incorporated into the development paradigm of public services.Based on the above theoretical framework,this paper processes the questionnaire data through the measurement model to obtain the three potential variables of information symmetry degree,collective action ability and supply-demand matching cost,and then uses the data envelopment analysis model to process the input-output data in the public service field to obtain the public service efficiency.Then it constructs Structural Equation Model between the three latent variables and public service efficiency,demonstrating that the application of digital technology has a positive correlation with public service efficiency,and the three latent variables play an important intermediary role.In order to strengthen theory with practice,this dissertation also summarizes lessons from some typical digital-driven public service innovation practices in Britain,Singapore,Estonia and China,and points out that the application of digital technology makes the public service process,which has already "gone out of shape" returns to its initial essence.As urban agglomerations has became the area with the highest density of public services and the greatest pressure,the dissertation puts public services in the context of Collaborative Development of Beijing,Tianjin and Hebei Province,analyzes the "leverage" effect of public services on Xiongan New Area from the perspective of urban complex system,and points out that the concept of "digital twin city" proposed by Xiongan New Area provides basic conditions and possibility to promoting the transformation of public services from "single dominance" to "multiple interactions",from "hierarchical control" to "platform ecology",from "path-dependent" to "data-driven",from "homogeneous ossification" to "situational adaptation",finally the emergence of a "value co-creation" type of public service.Finally,this dissertation puts forward specific suggestions.Namely,to establish the concept of "value creation" public service and take the lead in promoting the transformation of government functions and roles;with data and information resources as the key link,establish incentivecompatible cooperation mechanism;build an open and shared enabling platform to form a dynamically adaptive ecosystem of service capabilities.In the future,more public services will be provided in a highly interconnected way across the borders between the government,enterprises,society and citizens,and even form a public service market becoming an important part of the digital economy,thus finding a good balance between economic development and social welfare,and exploring a high-quality development model of public services.
