Function Research Of China-Northeast Asia Expo In Northeast Asia Subregion Cooperation

Since the 1990 s,under the effect of economic globalization,some countries have carried out close geo-economic cooperation around the border regions,and have formed a lot of models of subregional cooperation.With the continuous advancement of China's reform,holding expositions in border regions has become a significant way for China to carry out subregional cooperation with neighboring countries.In 2005,with the mission of revitalizing the old industrial base in Northeast China and promoting subregional cooperation in Northeast Asia,the Northeast Asia Expo came into being.Nowadays,subregional cooperation in Northeast Asia is vulnerable,discrete and inefficient,so it is necessary to build a subregional cooperation platform that can integrate all six Northeast Asian countries' s participation,and realize integral development.In the context of the security situation in Northeast Asia is easing,the Northeast Asia Expo has become a crucial choice.As one of the subregional cooperation platforms with all six Northeast Asian countries' s participation,the Northeast Asia Expo has played a positive role in promoting subregional economic and trade cooperation and enriching cultural subregional exchange methods in Northeast Asia.Previously,the studies on the Northeast Asia Expo have mainly focus on the fields of management and administration,and it' s uncommon to take the Northeast Asia Expo into the field of international relations.This thesis takes Northeast Asia Expo as the blueprint,takes China as the center,takes the theory of subregional cooperation as the basis,draws lessons from thetheories of subregional cooperation,geopolitics and geo-economic,and applies comparative study,interview survey and abstract analysis methods.Combining the Northeast Asia Expo with subregional cooperation,the thesis studies the impetus,function display,restricting factors and improvement methods of Northeast Asia Expo to promote regional cooperation in Northeast Asia.This thesis starts from the basic concepts and introduces the core concepts of region,subregion and exposition,then,it summarizes the main aspects and the existing advantages that affect subregional cooperation.In addition,it discusses the correlation between the exposition and subregional cooperation.It also explains the particularity of the Expo's promotion of subregional cooperation,and elaborates the positioning of Northeast Asia Expo in Northeast Asia subregional cooperation by combining theory and practice.The Expo reflects the hierarchy openness,relative looseness,inconsistent goals and geographical relationship of subregional cooperation.Promoting subregional cooperation with the expo has low political sensitivity,flexibility,and innovation.Based on this premise,we can determine the positioning of the Northeast Asia Expo in Northeast Asia subregional cooperation is to promote the prosperity and development of the subregion and form a consensus on subregional cooperation.The reason why the Northeast Asia Expo can be held continuously,is attributed to China' s positive propelling and the subregional foundation of the Northeast Asia Expo can make up for the deficiencies subregional cooperation in Northeast Asia.The Northeast Asia Expo is committed to promote Northeast Asian countries to achieve subregional cooperation,and to promote the development of Northeast Asia more open,inclusive,balanced,and inclusive development.The Northeast Asia Expo play a positive role in reaching consensus on enhancing subregional cooperation in Northeast Asia,enriching the promotion path of China's peripheral diplomacy,promoting geo-economic cooperation and intergovernmental cooperation in NortheastAsia subregion,expanding China's influence in Northeast Asia subregional economic cooperation,and promoting science diplomacy,city diplomacy and public diplomacy among nations in Northeast Asia.But compare with the mature China-ASEAN Expo,the Northeast Asia Expo lacks the support of the regional free trade zone,faces competition from regional homogenization Expos,has insufficient authority to reach subregional cooperation agreement and lacks of the institutionalization of the subregional cooperation,and these factors make the function of Northeast Asia Expo is weaker than China-ASEAN.Meanwhile,the Northeast Asia Expo still has constraints in terms of mechanism construction,supporting industry development,and coordination of central and local relations.What's more,the Northeast Asia Expo also faces the impact of differences in the interest demands of participating countries,the low degree of open and development in the Northeast China border region,especially the adverse effects of external factors such as the Cold War legacy,the alliance system,the "dual division" of economic dependence and security.In this context,the Northeast Asia Expo has certain limitations in promoting subregional cooperation in Northeast Asia.There is no doubt that the Northeast Asia Expo plays a crucial role,because it has all six Northeast countries' s participation,especially it is one of the few subregional cooperation platform in Northeast Asia that can bring North Korea's participation.Focusing on the future,the Northeast Asia Expo should learn from successful experience of the ASEAN Expo,promote the institutionalization,marketization,and institutional development of the Northeast Asia Expo,and strengthen the construction of the Northeast Asia Expo itself;surpass the limitations of the Northeast Asia Expo exhibition economy,establish a transnational cooperation zone in the Northeast Asia subregion and form a subregional cooperation network that supports the function of the Northeast Asia Expo;strengthen the construction of the international transport corridor in Jilin Province of China,consolidate and expand the existing achievements ofNortheast Asian countries' s cooperation,and improve the ability of Jilin province to participate in subregional cooperation;measures should be taken to integrate the Northeast Asia Expo into the China-Mongolia-Russia Economic Corridor and the ice Silk Road between China and Russia.Meanwhile,promote the construction of the China-Japan-Korea Free Trade Zone,strengthen the international cooperation in the Tumen River subregion,consolidate the regional support of Northeast Asia Expo and create conditions for the Northeast Asia Expo to play a better role.To sum up,studying the function of Northeast Asia Expo in subregional cooperation in Northeast Asia,not only can theoretically understand the falling feature of the research hierarchy in international relations field,and generally understand the promotion role,spillover function and the initiative of the subnational government in the subregional cooperation of the Expo,but also can help to find the ways to alleviate the current "Northeast Asia paradox" in practice,expand the vision of Northeast Asia subregional cooperation,and then find the uniqueness of Northeast Asia Expo to promote the subregional cooperation in Northeast Asia.It can be predicted that with the gradual improvement of the Northeast Asia Expo's construction and the continuous improvement of the level of subregional cooperation in Northeast Asia,the space for Northeast Asia Expo to play its role in promoting the subregional cooperation in Northeast Asia will gradually increase,and to a certain extent,the environment in Northeast Asia can be limitedly improved and realize a new situation of promoting regional cooperation with subregional cooperation.
