Urban communities,being the microscopic windows to observe the level of social governance,are also happy homes to realize people’s yearning for a better life.It is a buffer zone for interweaving and resolving social contradictions and conflicts,as well as the foothold for all governance work to be carried out smoothly.The modernization of urban community governance is the key and basic work to realize the modernization of national governance and the new pattern of social governance.Under the background of China’s social structural transformation and comprehensive deepening of reform,the CPC Central Committee attaches great importance to the unique position of urban community governance in the overall development of the country.For the first time,"urban and rural community governance" was written into the party’s programmatic document at the 18 th CPC National Congress.The Third Plenary Session of the 18 th CPC National Congress also put community governance into the overall situation of national governance and social governance for strategic deployment.The 19 th CPC National Congress further stressed the importance of strengthening the modernization of community governance,pointing out that "the positive interaction between government governance,social regulation and residents’ autonomy should be realized."Positive interaction","cooperation and win-win" and "democratic consultation" have become the key words of the innovation goal of urban community governance in our country.Hence,at the crossroads of the modernization of social governance,how to close the distance from our ideal goal? The new "interactive governance" theory in governance theory seems to provide a different perspective for our choice.In the context of China,the development of localized interactive governance theory in urban communities seems to meet the needs of the times,and its value core is particularly in line with the needs of social governance innovation.The construction of interactivegovernance in urban communities is not only a concept construction,but also a mechanism construction as a tool.It is the perfect integration of value rationality and tool rationality,and it is also a powerful driver to realize the realistic demand of social governance innovation.This paper focuses on the construction and realization of interactive governance mechanism with Chinese characteristics,and takes "actor-system-action" as the analysis framework;considers the interactive logic of the behavior of Chinese urban community governance actors,namely,the interaction of government governance,social regulation,resident autonomy and market participation as a clue;regards the basic concepts and related theories of interactive governance as the research basis and guidance;thinks of observing the historical development process of urban community governance in China after the founding of new China and analyzing the interactive logic of governance actors in different historical stages as the empirical basis;sees analysis of China’s urban differentiated community governance type cases,summary of the status quo characteristics through field investigation as the basis,and takes the dilemma and experience paradox of governance transition’s innovation as the problem consciousness.On the premise of the above analysis,the interactive governance theory embedded in the end of China’s urban system,that is,the fit and feasibility of community governance,can be deeply understood.Meantime,this paper puts forward the mechanism framework and construction path of urban community interactive governance,trying to answer the problems of constructing interactive governance mode of urban community in China in a more comprehensive,systematic and accurate way.Theoretical sources of the interactive governance of urban communities in our country are not only the inheritance of western governance theory and the "good governance" theory after localization in China,but also the ideological connotation of Marxist "state-society" relationship theory and western "state-society" interaction theory,which can provide important theoretical basis for the construction of the interactive governance of urban communities in our country in the new era.Interactivegovernance of urban communities in China is a social governance pattern in which "democratic rule of law","responsible rationality" and "cooperative governance" are emphasized in order to realize people’s yearning for a better life and to build a common governance structure within the scope of urban communities in China,so as to coordinate government governance,social regulation and residents’ autonomy as action lines and promote the benign interaction of state-society-market actors in public affairs.On the basis of macroscopically grasping the "state-society" interactive analysis paradigm and the interactive governance analysis paradigm,this paper attempts to construct the analysis framework of our country’s urban community interactive governance,namely the "actor-system-action" analysis framework.All the development processes of human society and history are a process of mutual reflection between theory and practice,as well as a process of mutual promotion,integration,coordination and common development between academic research and practical activities.The historical transformation,governance structure and transformation of urban community governance in our country are the result of long-term gradual progress,improvement,adjustment and evolution on the basis of historical inheritance,cultural tradition and economic and social development.Although community governance was really valued and officially promoted after the1980 s,the early actual existence of urban communities in China was also recognized by many scholars.According to the structural characteristics of the main body of governance,the changes of community system and policies,and the interactive logic of community main body’s actions,this paper finds that the urban communities in our country are progressing along the development sequence of "administration-overall construction-multiple governance",and it is not difficult to find the connotation of the interactive governance concept.Since the 18 th CPC National Congress,the Party and the state have put community governance into the strategic height of the modernization system of national governance,which provides practical possibilities for the development of interactive governance in urban communities in China.Due to complicated historical development and realistic factors,urban community governance in our country has long been in a centralized state dominated by the government,with strong administrative color.In recent years,especially since the 18 th CPC National Congress,the innovation of community governance mechanisms and models across the country has provided a powerful boost for the realization of benign interaction among government governance,social regulation and residents’ autonomy and the modernization of community governance.Although many urban communities have made some achievements in the modernization of governance,they are also facing governance difficulties.Hence,this paper selects three different types of urban communities and studies their governance practices and innovations on different issues.Specifically,the current community governance practice in our country is facing many problems,such as the loss of actors’ roles,the dilemma of community resource integration,the dilemma of strangers’ community governance and the unsmooth channels of interaction.Interactive governance mechanism is an appropriate choice to meet the current development situation of urban community governance in China.The mechanism framework for interactive governance in China includes three elements: actor,system and action.In terms of the actor,Chinese community interactive governance has actors with different value orientation,interest preference and resource power,including national actors,social actors and market actors,among which the relationship is complementary and embedded.The system refers to the institutionalized framework of interactive governance of urban communities in China,which analyzes the legal policy system and activity field of actors from a dynamic perspective.In terms of action,attention is paid to the common goals,spiritual core and interactive logic of the actors.The path selection for the construction of interactive governance mechanism in Chinese urban communities mainly includes four aspects: interactive network architecture,interactive rule construction,interactive spirit shaping and interactive platform building.These four aspects are unified,coordinated and interactive with each other.The network is the foundation,the rule is the key,the spirit is the power,and theplatform is the guarantee,which jointly form the construction path of interactive governance in urban communities.Interactive network architecture is the general starting point and foundation of interactive governance of urban communities in China,which explains the important components of interactive dynamic governance network and its construction approaches.The construction of interactive rule is to help build the legitimacy and normative guarantee of community interactive governance from the perspectives of legalization,institutionalization and supervision.The shaping of the interactive spirit has an internal cultural impetus to the interactive governance of urban communities in China,which is of great significance to the reshaping of the public spirit of urban communities and the return of community public bodies.The construction of the interactive platform is the carrier of interactive governance actions in urban communities in China.On that basis,the construction of an interactive governance mechanism for urban communities with Chinese characteristics is a positive response to the reform direction of "moving down the center of governance";an excellent plan to deal with multiple contradictions and conflicts in the community;an exploratory force to break through the current shackles of governance and an innovative way to realize the modernization of national governance and the new pattern of social governance. |
