Because of economic globalization,higher education internationalization and teachers diversification,the worldwide the human resources competition is increasingly intense,the brain gain or brain drain becomes brain circulation,international academic talent market is forming.How to seize the opportunity to realize the transformation of "brain drain" to "brain gain" and improve the efficiency of China's academic talent appointment,has become a hot issue in the field of educational economics and management research.However,domestic and foreign scholars' research perspective and methods are extreme macro or micro,quantitative or qualitative polarization.Therefore,based on the population migration theory and the core concepts,this study will pay attention to higher school and its recruitment regulations,use quantitative research and qualitative research methods,build a RRRED model of academic talent,which will explain the relationship between academic brain circulation and faculty appointment regulations.By multiple regression analysis,it will explore how to improve the work satisfaction,academic output and other efficiency.The research result shows ignificant correlation between the efficiency of brain gain and faculty appointment regulations.There is positive correlation between international academic talents' evaluation and requirement,recruitment,remuneration and dimissing regulations,but negative correlation between international academic talents' evaluation and evaluating regulations,which means the evaluating regulations results reciprocal selection.According to the results of the study,we uses text analysis and interviewing method to insight into faculty appointment regulations in China.It shows something.Firstly,the requirement regulation is continuously improving,the index is more quantitative and specific,more attention is paid to "soft index",the rights of higher school are well protected by academic requirements;Secondly,recruitment regulation shows the autonomy of college,the initiative of academic talents,academic power expansion;Thirdly,remuneration regulations shows that talent program funded a large proportion,salary and welfare are flexible and different between different higher schools;Fourthly,evaluation regulation is subjective,normative and academic.Finally,dismissing regulations includes more other standards but less academic standards,more low standards but less higher standards,more standars about the rights of higher school but less standards about the rights about faculty.At the same time,the faculty appointment regulation has some problems,which hinder brain gain and its efficiency.Firstly,there three conflicts between political responsibility and academic freedom,instrumental rationality and value rationality,screening-needs and talent shortage in requirement regulation.Secondly,there are information asymmetry,material fraud and "study relationship" in recruitment regulation.Thirdly,there are insufficient research funds,unfaire wage income and imperfect insurance for welfare in remuneration regulation;Fourthly,there are unreasonable standards,injustice procedure and unuseful results in evaluation regulation,Finally,there are formalistic standards,unreasonable procedure and unsound security in the dismissing regulation.In this context,there are five countermeasures.The fist one is the reconstructing faculty requirement index system to guarantee the quality of brain gain;The second one is the correcting faculty recruitment process to guarantee procedural justice;The third one is enhancing salary welfare level to improve the international competitiveness;The fourth one normalizing the evaluation regulation to prevent"adverse selection";The last one is improving the dismissing regulation to ensure the reasonable flow of faculty.The study tries to improve the faculty appointment regulations,improve brain gain and its effectiveness.
