In the 21st century , University is gifted a more important mission. It is obvious that the faculty of University, as the main body who undertakes the basic activities of university, has its significance. Then how will Government and University recruit-, encourage and assess faculty in a proper way? How will Government and University educate, excavate and develop the creative ability and enthusiasm of faculty in teaching and research? That is one of the main missions in the reform of Colleges and Universities' administration system. Carrying out system of faculty appointment in Colleges and Universities is a breakthrough in resolving these problems.The system of faculty appointment in Colleges and Universities originated in the late time of the sing Dynasty, but it was ceased to carry out and replaced by the system of faculty arrangement after the foundation of P. R. C. Until 1986, our country has applied it again. After the reform and opening our country, we began to reform our educational system. However, owing to the influence and constrains of the old economic system, there are still some deep-rooted problems existing in the concept of administration, the machinist of application, the means of monopolization and the methods of operation. Therefore, the system of faculty appointment in Colleges and Universities has not really been practiced. In this essay, the author reorganized the complex history and sought the key problem.As an important system used in the management of the faculty, the system of faculty appointment in Colleges and Universities has a long history of more than 170 years in those advanced countries, and a series of perfect systems about the appointment, appraisal, promotion, salary, welfare and etc. have been built up, and have been systematized, standardized and legalized step by step. The author wanted to offer some references for the implementation of the system in China by the introductions of the characteristics of the system of faculty appoint in Colleges and Universities in foreign countries.The system of faculty appointment in Colleges and Universities is a systematic work, which made the author do her researches deeply from the aspects as system analysis and human resource management theories to build up the theoretical basement for the implementation of the system of faculty appointment in Colleges and Universities in China to offer concrete steps and countermeasures for the implementation.During the research of the practice of the faculty appointment in Colleges and Universities, the dissertation that paid on two aspects the steps and the methods included the following steps: (1) arrangement ofpositions for appointment; (2) definition of methods of appointment; (3) establishment of the system for assessment; (4) formulation of system of payment; (5) arrangement of the person who is out of work or looking for a job. The measurements and stratagems were: (1) To definite the roles of government and colleges or universities; (2) To establish the reasonable mechanism of encouragement, competition and elimination; (3) To expand the flowing channel of talents; (4) To formulate the system of beginner' s qualification of a faculty. (5) To strengthen the system of social insurance. (5) To build up the institution of personal arbitrator and carry it out by law.
