Under the background of fact that the personnel system in government and enterprise are reforming deeply, as the public department,the institutions of higher education begin to carry on beneficial exploration in the reforms of personnel system ,too. According to the request of Personnel Department of Ministry of Education, after had prepared more than one year, Huazhong University of Science and Technology have implemented the reform of the faculty employment-appointment system in the whole campus since Oct, 2004. The purpose of this reform is to choosing and motivating the faculty. The university hopes to use the related system, set up the post goal , standardize the role expectation, so as to stimulate the teacher's needs, excite motive of teacher and lead behavior of teacher, make their give play to inherent potentiality, integrate the whole goal of the school into teacher's personal goal, and work hard for reaching the goal . Then after the reform project being implemented, whether the original intention to motivate teachers to be well implemented in the implementation course of faculty employment-appointment system for the first time of Huazhong University of Science and Technology and how this system motivate the teacher. There are mainly two kinds of methods on the investigation of motivation: subjective evaluation and objective evaluation. Employment-appointment system reform of our school is just implementing, we can't evaluate some achievements objectively. So this research adopts subjective method of evaluation. We listen to the teachers' opinions who are the subjects in this reform and analyze the motivation effect of employment-appointment system on them in terms of teachers. According to analyzing the files of employment-appointment system and using qualitative methods to interview eight teachers, we find out that the files of employment-appointment system have followed the theory, principle of motivation, and tried group employment method creatively. It reflects the purpose of motivating teacher everywhere. Teachers who have been interviewed can generally understand and accept the reform. The clue of teachers working actively has been seen. But the teacher also gave some comments and views for the measures and the procedures of this system, which mainly concern with democratically communicate, signing contracts without fixed deadline, the social security, the achievements goal request, the prize for drive and so on. In view of the questions which are raised by the teachers with motivation theory and principle, we proposed that from now on in the advancement process of appointing the system : 1) Strengthens propagation and explanation of the terms in the system, opens up the democratic channel in order to make the teacher's growth and development consistent with the school's. 2) Consummates the safeguard on the teacher's work and lives and strengthens the sense of teacher's belonging. 3) The achievements goal which is in the term of employment needs to be improved through trials and needs to coordinate the teaching and the scientific research, qualitative and the quantitative relations, especially needs to guide the teacher treasure the teaching. 4) Encourage teachers according to different layers. 5) Improve rewarding system to make it inspire teachers' enthusiasm of working.
