The standard of a country's higher education is an important reflection of the country's overall strength and its core competitiveness in the world.Recently there is excess manufacturing capacity in many traditional industries and the recovery of the world economy is sluggish.Under the circumstances,many countries and regions have made it a key strategy that the dilemma in economic and social development will be ultimately solved by the driving force from higher educational institutions by cultivating innovative and entrepreneurial talents.Therefore,the teaching quality,which determines the quality of future talents,has become the focus of the world concern.Since the Movement of higher education quality assurance started in some developed countries in the 1980s,Europe,the British Commonwealth,the United States and Japan have developed their own modes in order to guarantee their higher education quality.No matter which mode is adopted,quality improvement remains the core issue.And it is an eternal subject for any theoretical research and practical exploration related to higher education quality assurance in all countries and regions.From the end of the 20th century on,with a rapid expansion,our country's higher education has quickly transformed from "elite education" into“mass education".The game between quantity and quality in higher education then got started.It is proved that the increase in college enrollment has not brought about the improvement of quality.On the contrary,to a certain extent,it has adversely affected quality improvement.Therefore,while China's higher education evolves from“mass education" to“popularization education",how to guarantee and improve the quality of education is not only a major emphasis on theoretical research programs,but also a practical issue that needs to be addressed urgently.To this end,this research chooses six provincial engineering colleges or universities as samples to examine the construction and running of their teaching quality supervision systems.Through analyzing research data and reviewing related literature,the study makes a systematic research on the following issues:how teaching quality supervision system is improved and perfected in the sample colleges or universities,how teaching quality supervision process is optimized,how teaching is improved,how teaching quality is enhanced with teachers and students being at the center,how the overall development of all the interested parties in higher education is promoted.Research results are presented in the following five parts.Part one is chapter one:introduction,in which the background,the significance,the purpose of the research along with the topic basis are given a clear explanation.In the literature reviews both from home and abroad,the present academic research of this topic is systematically summarized and analyzed,and at the same time,the major contents of the research,the research methods,and the main innovations are explained one by one.Part two is chapter two:the interpretation of core concepts and the correlation theories,in which the core concepts of the research has been given clear definitions.Furthermore,the correlation theories which this research has been based on,that is,“the theory of overall quality management,the theory of new public management,and the control theory of the system science",have been systematically introduced and interpreted.While the theoretical framework of this research is fixed,the composition elements of the teaching quality supervision system like the subjects,the objects,the purpose,the criterion,the methods and the system and the like have been given a systematic interpretation.Part three is chapter three:the characteristics and their enlightenment of teaching quality supervision system of the comparable colleges or universities in well-developed countries.In order to compare and learn from the teaching quality supervision practice in the well-developed countries,the research has,by taking the comparable colleges or universities in the United States,the U.K.and Germany as referential objects,made a further study of the characteristics and the present running status of the teaching quality supervision system to seek for referential experience and enlightenments for the teaching quality supervision system in the provincial engineering colleges or universities in our country by absorbing the essence and discarding the dross.Part four covers chapter four:the status analysis of the teaching quality supervision system and its supervision process of provincial engineering colleges or universities and chapter five:the improvement of the teaching quality supervision system of provincial engineering colleges or universities and chapter six:the optimization of the teaching quality supervision procedures of provincial engineering colleges or universities.The research was conducted by distributing questionnaires and making a penetrating analysis of the practice of the teaching quality supervision of six selected typical engineering colleges or universities.A systematic study is made respectively from the perspective of talents cultivating modes,mechanism,special features,the establishment of the organizational systems of the teaching quality supervision,the criterion of the supervision systems and their running modes and its existing problems in provincial engineering colleges or universities.The principles,the measures and the intended effect of the improvement and its process optimization of the teaching quality supervision system of provincial engineering colleges or universities are discussed.Part five is chapter seven:the“conclusion”.The research conclusions can be drawn as follows:the improvement and perfection in teaching quality supervision system of provincial engineering colleges or universities are of positive application value in practice in terms of standardization and assurance of teaching behaviors,and effective improvement in teaching quality and talent cultivation;the optimization of teaching quality supervision process can eliminate unnecessary and redundant procedures,strengthen and specify important links and process,which makes teaching quality supervision process scientific,standardized and well-organized to achieve better reliability and validity in teaching quality supervision.The research on teaching quality supervision system in colleges or universities has become a significant subject in Chinese higher education research field in 21st century,but the research dimensions are mainly focused on the macro-levels,the research on specified levels,especially on micro-levels is not sufficient.There still exist quite a lot of concrete problems that cannot to be ignored in the teaching quality supervision system of provincial engineering colleges or universities,which need to be revised or reconstructed with modern educational management theories and scientific construction methods.The improvement and perfection of the teaching quality supervision system of provincial engineering colleges or universities must agree with the school talents cultivation orientation and the characteristics of their disciplines and majors while successful experiences of developed countries are used for reference.The optimization of the teaching quality supervision system of provincial engineering colleges or universities should systematically rely on the overall independent practice of“management,school-running,evaluation”with the introduction of the third party evaluation system and establishment of external auditing system.There is still a great deal of room for improvement and perfection of the teaching quality supervision system of provincial engineering colleges or universities and deeper research and innovative work need to be conducted in terms of broader levels and more unique perspectives.To sum up,this research has established the innovative concepts and the practical approaches of teaching quality assurance of provincial engineering colleges or universities to“improve teaching,enhance quality,practice innovation,promote development",with“system perfection,standard specification,multi-coordination,process optimization”as its means.The research is done according to the principle of classification-oriented development in Chinese higher education field based on the analytical framework of overall quality management theories,combined with ideas and methods of new public management theory and systematic science theory after studying the characteristics and practical approaches of teaching quality supervision system in comparable foreign colleges or universities for reference.The research concept is linking theory with practice through analysis of reasons for the problems and improvement of supervision system and optimization of supervision process based on the status of teaching quality supervision in provincial engineering colleges or universities.
