Province-owned Efficient Financial Process Optimization Research

Along with the rapid development of the socialism with Chinese characteristics andChina’s education system reform, colleges and universities in China have gradually becomemore independent economic entities, the diversification of colleges and universities’ fundingsources and the establishment of the China’s public finance budget system contributes to thefinancial management in colleges and universities confront more severe challenges. Thefinancial budget reform in colleges and universities need to be optimized from the traditionalfinancial management mode. It is necessary to analyze the segments of business process forcolleges and universities’ financial management operation system to adapt themselves to theenvironment. The current colleges and universities’ financial management systems are unableto meet the rapid development of the internal and external environment changes, so that it is ofvital important significance and value for provincial colleges and universities to implement theoptimization of the financial management system to grasp the opportunities for developmentand to improve the competitiveness.This paper begins with the review of domestic and foreign research literatures, takingbusiness process reengineering (BPR) theory as the research foundation, explains theconnotation and the characteristics of colleges and universities’ financial management businessprocess, this laid a solid theoretical foundation for the optimization of provincial colleges anduniversities’ financial management process. Secondly, this paper provides an overview of theinternal and external environment of colleges and universities’ financial management, and theprinciples, objectives, tasks and characteristics. Based on the perspective of business process,this paper analyzes the current situation of Heilongjiang provincial colleges and universitiesand the financial management of Qiqihar University, points out the main problem and analyzesthe reason. Then, this paper takes Qiqihar University’s financial management system as theresearch object, designs the optimization scheme for Qiqihar University’s financialmanagement process, together with the optimization methods, principles and processoptimization perspectives to undertake the research in a much effective and efficient way.Finally, this paper puts forward the concrete steps and methods to optimize QiqiharUniversity’s financial management process, especially from the organizational structure,personnel, technology and other aspects.The main innovation of this paper lies in the incorporation of business processreengineering idea into the provincial colleges and universities’ financial management businessprocess optimization. Based on business process perspective, taking Qiqihar University’sfinancial management process optimization for an example, this paper provides the analysis ofprovincial colleges and universities’ financial management problems and the reasons, putsforward to the optimization, the concrete approach. This study provides valuable theoreticalbasis for colleges and universities’ financial management to establish the new "process-mode"system; at the same time, it provides beneficial reference for the optimization practice ofprovincial colleges and universities’ financial management business process.
