international education exchange and cooperation.After the disintegration of the Soviet Union,Mongolia’s foreign policy has undergone major changes.It has begun to implement the “peace,openness,and multi-pronged” foreign policy and actively developed the diplomacy of the “third-neighboring” countries.Mongolia changed the Soviet-style education system and turned to adopting the western education education and implemented the policy of international education exchange and cooperation.Mongolia actively uses international education funding,establishes educational exchange and cooperation Union,the educational relations between Mongolia and Russia once fell to a standstill.With Russia’s establishment of a big country’s diplomatic strategy,Mongolia and Russia have established a new type of strategic partnership,and the educational relationship between Mongolia and Russia continues to recover and develop.The two sides signed a series of new agreements on education cooperation and opened a new era of educational exchanges and cooperation between the two countries.The establishment of branch schools in Mongolia by Russian universities is a new form of educational cooperation between the two countries.In recent years,the number of Mongolian students studying in Russia through Russian government scholarships has continuously increased,and exchanges between teachers and
