Contemporary Rural Social Relief System

With the establishment of the market economy. Chinese social and economic development has made tremendous achievements, but at the same time, there have also been some issues, in the short term , rural poverty is not completely solved, and the widening gap between rich and poor in urban and rural areas, geographical differences are increasingly evident. The emergence of these issues will affect overall development of Chinese economy, social stability and unity of the entire community as well as the progress of civilization. In the report to the CPC's 17th General Assembly, "people-oriented" is the the highest concept of social harmony and scientific development, the rural poor residents can completely shake off poverty or not directly affect the process of the realization of a harmonious society.CPC and Chinese government have always attached great importance to the issues of poverty in rural areas, alleviation of poverty has made certain achievements, and will continue making assistance work for rural poverty groups, mitigation and the eradication of rural poverty as a major task. However, based on the current number of Chinese poor population in rural areas and poverty-stricken population is mainly concentrated in the old reform areas,minority areas,frontier areas and poor areas, the development methods for helping poor areas in the short term is inefficient and cost too much. AS a government responsibility, poverty assistance is very necessary . Rural assistance system was established to better protect people's basic right of life so that people can feel the warmth of the government during their difficulties, with the help of the community, out of its predicament. However, rural social assistance is not a charity work, not just to protect the survival of aided people as the ultimate goal, but rather to protect their survival as a base, and on this basis through making development capability assistance to promote the salvation shake off poverty through self-help, and tap their potential to integrate into the mainstream society.At this stage, in the field of Chinese rural social assistance, series of aid measures, to some certain extent, ease problems of poverty in rural areas,to rescue living of some poverty-stricken groups, but due to the restrictions of objective conditions and the limitations of subjective understanding, there are still a lot of inadequacies and problems. Therefore, we must continue improving its implementation and really taking the role of social protection. Therefore, this paper selected contemporary Chinese rural social assistance system as a research object, on the basis of the reference to international experiences,and made series of helpful proposals to deal with the hope to Chinese rural social assistance program on how to improve the social assistance system in Chinese rural areas. In view of the rural social assistance mainly to material assistance, ignoring the main features of capability assistance, I believe that the current and future the government should highlight the role of ability assistance, mainly to avoid the limitations of relief material, and stand by increasing human capital investment to poor population in rural areas such as take measures to improve poor people's skills and cultural level, and other measures to enhance their self-development capacity in order to achieve its fundamental get rid of poverty in the long term. In view of the intensity of the central government transfer payments is very small, so that take heavy burden on local government.I also believe that central government must continue playing a leading role in increasing central fiscal expenditure in the rural social relief system, and the different economic levels of the different regions, the government should implement different social assistance policy. To eastern regions, the economy is relatively developed, the central government's transfer payments should be complementary; to the central region ,on the general level of economic development, the central government's transfer payments should be incremental; to the western regions, low level of economic development, The financial transfer payment of the central government should focus on increasing investment.Papers are consisted of six chapters.Papers first introduced practical meaning,total introduction of external and internal research,new viewpoint , and then introduced the meaning and constitution of the rural social assistance scheme, and then analyzed the main features of Chinese rural social assistance system, and then analyzed the existing major issues and causes of Chinese rural social assistance program, followed on introduction of international rural social relief experience, and in the end made a number of recommendations on how to improve Chinese rural social assistance system.Based on the research for Chinese rural social assistance system, I can understand rural social assistance is not only to resolve the current difficulties, but also for the sake of social progress and development, know how to protect interests of the poor farmers is just to maintain social stability and industrial progress, recognizing that social assistance of the farmers is not only for social responsibility and social ethics , but also can conduct human capital investment to farmers , to enhance their economic and social status as soon as possible. Therefore, this paper discussed characteristics of rural social assistance system, its significance lies not only for poor farmers to create a safety net to protect their basic rights, but also far-reaching significance is to break the urban and rural social security system's basic structure, to some extent, to promote Chinese society to walk the road of sustainable development by fair society for the development.
