The poverty situation in rural areas is still very serious in China. There are more than90%poor population is concentrated in rural areas, among which, the proportion of the lessdeveloped central and western regions is as high as92%. While the systems protect theeconomic assistance for the vulnerable groups, it wasn’t considered their capacitydevelopment. Moreover, it’s no doubt in resolving the basic survival issues, while theystabilize at the poor as well. They are ultimately not really out of poverty.This paper mainly analyzes the existing rural minimum living security system andfocus on how to make the rural poor for sustainable development of poverty alleviation,especially probe into the more serious the problem of poverty in economically backwardregions. Through it, the author wants to find the underlying causes of poverty and as thesean entry point, using qualitative and quantitative analysis methods for regional comparisonof horizontal and vertical. Take the Xiushan as an example to analysis the reasons ofpoverty. And to determine the main impact factor of the deep-rooted poverty by factoranalysis of the systematic evaluation of qualitative research methods. According to theactual situation of the less developed regions that contribute to sustainable development inpoor communities of rural minimum living security system recommendations forimprovement. Eventually find a truly reflects the methods and measures for civil rights ofthe poor.The paper includes six parts: The first part is the Introduction. This part mainlyintroduced articles research background, studying the situation at home and abroad, thecontent frameworks, methods and characteristics of the introduction. The second part is theoverview of rural minimum living security system and related theories. Positioning systemand carrying out an analysis of the proposal to examine an entry point. The third part is economically underdeveloped areas of poverty research, through the inter-regionalcomparison summarized causes of poverty in backward areas. The fourth part is based onfactor analysis of the less developed areas of rural poverty factor for quantitative analysis.It is the quantitative advantage to explore the nature of things by using the factor analysis,which method can analyze this problem of the deep-seated reasons for the poor. Part V istake rural minimum living security system of Xiushan as an example to study and inspect.Part VI is for the less developed areas of the rural minimum living security system forsustainable development of policy recommendations. Our government should give greatimportance to the less developed regions of the relief funds. Taking the rural realities intoaccount, we should have the right of relief and compensation together and explore thedesign of "categories and levels" type of guaranteeing system, emphasizing the dynamicnature of the system. We should gradually establish a minimum living standard guaranteeas the center for integrated rural relief system as well. Moreover, another suggestion is toprevent and eliminate the risk of social exclusion caused by the system. The changes frommaterial assistance to aid the survival and development opportunities can guarantee the realpopulation out of poverty.
