| Since the resumption of the college entrance examination,the distribution of higher education in Zhejiang province has undergone three adjustments.From the early 1980s to the late 1990s,Central cities which have set up colleges and universities is the major feature of the first higher education arrangement of Zhejiang province.From 1999 to 2008,along with the construction of six higher-education zone,the establishment of state-owned subordinate colleges and the rise of higher vocational colleges,it has improved the layout of higher education in Zhejiang province which has Hangzhou as the center and Ningbo and Wenzhou as sub centers.Since 2008,with the "running the school in the county" of higher education as the symbol,the third higher education layout adjustment of Zhejiang province has been launched."Running the school in the county" has also become a new exploration of localization of higher education in China.Based on the theory of external relations of education,post-massification theory of higher education and the theory of regional economic and social development,the thesis raises four questions about why colleges and universities choose to run a school in the county,what are the characteristics of the colleges and universities at the county,what's the problem with it and how to promote the better development of colleges and universities settled in counties?And the thesis also makes a further study about them.The research holds that the market mechanism and the policy factors are the two major motivations to promote "running the school in the county" in colleges and universities,not the same as the previous plans to adjust the layout of higher education,the market mechanism plays an important role in the process of "running the school in the county" of colleges and universities.Aiming at the need of further optimizing the running mode and strengthening the characteristics of running schools in the county of universities in Zhejiang province,this dissertation combines the beneficial experience of running schools in the process of international higher education development,and analyzes the school-running characteristics of the American Land Grant College,the British polytechnic colleges and the American interactive university.This dissertation has a good reference for universities which are running school in county in Zhejiang province to further clarify the orientation of running a school,optimize discipline,strengthen service orientation and improve the channel of resources.The thesis analyzes the unsuccessful cases in the process of "running schools in the county" of colleges and universities in Zhejiang province,and reserches the practical problems in the decision-making mechanism,planning layout,school-running orientation,management system and sustainable development of the "running schools in the county" in universities.It builds the theoretical index of the development of higher education in the county with the county GDP,resident population,general public budget receipts and traffic conditions as the parameters,and also estabilishes the present situation index of the development of higher education in the county with the structure,scale,level and schooling time as the parameters.Based on these two kinds of index,the decision-making quantitative analysis model of the universities layout of the county in Zhejiang province is constructed to help the government and the university to make scientific decisions.From the perspectives of layout planning of regional higher education,management system of colleges and universities,running mode of colleges and universities in counties,promotion of classification and development of colleges and universities,focusing on the speciality construction of applied disciplines and social participation in the internal governance mechanism of colleges and universities,the dissertation puts forward the relevant policy recommendations to improve school-running in the county in Zhejiang province. |
