The Study On The Layout Adjustment Of Rural Primary And Secondary School In Minhe County In Qinghai Province

At the turn of the century,in order to adapt to economic and social development and basic education reform,China conducted layout adjustment of rural primary and secondary school on a large scale,which is the largest one with the widest range since the establishment of the nation.The layout adjustment of rural primary and secondary school promotes efficient resource allocation on basic education,drives the balanced development of urban and rural compulsory education,and improves education quality in rural primary and secondary school,which has profound significance for the development of compulsory education and the improvement of the populace's cultivation.At the same time,there are also some adverse impacts when conducting layout adjustment of rural primary and secondary school.For further improving the adjustment of rural primary and secondary school in the future,it is necessary to research and analyze the present problem and reason and thus development plan.This research regards Minhe county as individual case to study.Through the holistic approach and case analysis of layout adjustment of rural primary and secondary school in Minhe county,especially on the basis of focusing on the special economy,society environment and rural education practice,this research conducts empirical analysis on layout adjustment of rural primary and secondary school in Minhe county in recent five years.The research proves that the layout adjustment achieves remarkable results.The public education resource achieves effective allocation to some extent,which promotes the education balanced development in district and improves education quality of rural primary and secondary school.At the same time,there also exists some problems after adjustment,for instance,it is fast and tight adjustment,the hard financing,the slow notion transformation of the masses,the conditions of boarding schools are not up to standard,the incompatible development of urban and rural education,etc.On the basis of these problems,this research raises the solutions for perfecting layout adjustment of rural primary and secondary school,aiming at providing targeted and feasible solutions.
