The Mass Sports in the county occupy a basic and key position in the national Mass Sports cause.Socialism with Chinese characteristics has entered a new era,the contradiction between the growing needs of the people and the unbalanced and inadequate development of the people's life is also reflected in the field of Mass Sports development in the county area.Amid the increasing diversified sports demand of the masses in the county area,the introduction of social forces is an effective way to solve the shortage of the public sports service supply capacity of the county sports administration.Via literature and Field investigation,on the basis of constructing the theoretical framework of social forces to participate in the governance of Mass Sports in the county,the study selected C County in the central region of China as the object.This paper tries to push forward the thinking about the participation of social forces in the governance of Mass Sports in the county area from the "ought to be" level of theory to a more concrete practical level,and based on the tension between theoretical construction and practical experience,to promote the effective participation of social forces in the County Mass Sports Governance path.The main conclusions are as follows:(1)Under the dual predicament of "complete yet weak" and "small and weak" of the county sports administrative department,only when the cooperative governance model with equal cooperation,mutual trust,resource sharing and the common goal of public sports interests has been constructed and the county sports administrative departments and social forces of two-way energy are formed,good governance of the county Mass Sports can at length be achieved.(2)By reconstructing the relationship between the government and the sports social organization? The government and the Sports Social Organization have formed a "mutually beneficial relationship" with the coexistence of conflict,dependence and suspicion.The unbalanced position of political and social cooperation leads to the imbalance of the function of sports social organization in the county mass sports governance.(3)Although citizen participation can obviously improve the performance of the county mass sports governance,However,due to the complexity of institutional arrangement and the limitation of citizen participation ability,citizen participation in Mass Sports governance in county area is more reflected in a strategic arrangement to respond to higher authorities' policies,and has become a symbolic democracy.(4)Compared with the government's enthusiasm for integrating enterprise resources,enterprises have shown relatively calm.Because the government can't make corresponding guarantee for the benefit of cooperation,and lacks the spirit of contract,it reduces the willingness of enterprises to participate in Mass Sports governance at county level.The participation of enterprises in mass sports governance at county level is still at a preliminary stage of exploration.(5)At present,the cooperative governance of Mass Sports at county level still faces many difficulties,such as Lack of subjectivity of social forces,imbalance of resource sharing,low level of trust among subjects,and insufficient publicity of subject.The fuzziness of macro policy,the weak encouragement of higher government,the marginalization of sports work in county area,the predicament of county finance,the cultural tradition of "official standard" and "different order pattern" are the causes of the difficult situation of sports cooperation in county area.(6)The realization of Mass Sports cooperative governance at county level needs to make corresponding reforms and adjustments from changing government concept,strengthening top-level design,improving system construction.
