Research On Collaborative Governance Of Mass Sports Events In China

Mass sports events are important platforms for the masses to participate in fitness activities,compete sports skills,challenge their limits and participate in social activities,and also an important content and effective means of implementing the national fitness strategy.In 2013,the Third Plenary Session of the 18 th Central Committee of the CPC first proposed the goal of modernization of national governance system and governance capacity.In 2014,the State Council promulgated the documents "Opinions on accelerating the development of sports industry and promoting sports consumption" clearly canceled the approval system of mass sports events.Under the background of social governance,the reform of approval system has played a great role in implementing the separation of politics and society,the separation of management and management,the reform of the management system of mass sports events,the simplification of the procedure of running competitions and the attraction of social capital to undertake the events.The practice shows that the number of sports events in China has increased significantly in recent years.However,the change of system environment has led to the change of the rights,responsibilities,roles and status of the participants such as government,market and society.The interaction between the multi participants has changed a lot,and some new ones have been exposed in the process of changing from government management to social governance Questions.Under this realistic background,it is of great theoretical value and practical significance to study the related issues of cooperative governance of multiple subjects in mass sports events.Focusing on the collaborative governance of mass sports events in China,this study mainly revolves around three core issues.First,the characteristics of collaborative governance of mass sports events in China.Secondly,it reveals the process of cooperative governance of mass sports events in China.Third,to realize the cooperative governance effect of mass sports events in China.This study adopts literature review method,history review method,field investigation method,expert interview and case study method as well as other research methods,to review the development process of mass sports governance since the founding of China,and to expound the body,origin,policy and difficulties of current mass sports collaborative governance in our country,to build the theory model of mass sports cooperative governance in our country,then the case have been carried out to verify the theoretical model,the mass sports optimization strategy in China are put forward as well.Through comprehensive research,the following main conclusions are drawn:(1)From the perspective of social governance,since the founding of the People's Republic of China,the development of mass sports events has experienced both the beginning and the twists and turns,shown as five historical stages: Unified government management(1949--1965);Stagnation and alienation,deeply influenced by the “Cultural Revolution”(1966--1976);Restoration and transformation,formation of cooperative relations between government and society(1977--1992);Cooperation and exploration,the sprout of multiple governance(1993--2012);Coordination and improvement,and the gradual formation of a pluralistic governance pattern(2013--).It is shown in the following five evolving characteristics: the aim of the competition is changed from "serving the country" to "serving the people",the main body of the competition is changed from unified to multiple,the means of the competition is changed from administration to comprehensive,the benefits of the competition are changed from "blood transfusion" to "blood creation",and the space of the competition is changed from closed to open.(2)The collaborative governance structure of mass sports events in China is mainly composed of multiple subjects such as the government,the market,society and individuals as well.The collaborative governance of mass sports events in China originates from the trend of deepening reform,the turn of government management,the integration of multiple subjects and the drive of sports industry.The state and local governments have certain policy support for the collaborative governance of mass sports events,and are in the process of improving it.The collaborative governance of mass sports events in China is faced with such practical dilemmas as the imbalance between the status of government and society,the ambiguity of power and responsibility of government departments,the conflict of interests of multiple subjects,and the lack of coordination in the governance process.(3)Instituted by the research,our country's mass sports synergy governance theory model includes six core category: the competition environment,competition subject,participation motivation,synergetic engine,interaction movement,synergetic result.These six core categories in the mass sports among the process of collaborative governance plays a different role respectively,but they also related to each other and influence each other,which forming an organic interactive system;In addition,a specific life course of collaborative governance among mass sports events can be divided into three stages: "collaborative opening,collaborative process and collaborative completion".(4)To compare the construction of mass sports synergy governance theory model with other synergy governance theory models in different areas and related support dialogue theories at home and abroad,and try to develop the form of theory from material form to formal form,but to be found that mass sports field of collaborative governance has its particularity,it cannot be the sublimation theory form from material form to formal form,therefore,this study's grounded theory is the material form of the mass sports synergy governance theory model.(5)Case verification shows that the theoretical model of collaborative governance of mass sports events constructed in this study is basically consistent with the practice of sports events,indicating that the theoretical model has high external validity.The environment,goal,process,main body structure,motivation and interaction of mass sports events are so different that it is difficult to find the process of collaborative governance of mass sports events which is completely consistent with the theoretical model in practice.This shows that the theoretical model of collaborative governance of mass sports events is an ideal theoretical model.Finally,based on the above comprehensive analysis,especially for the current plight of our country's mass sports and collaborative governance theory model case verification,optimization of event management is put forward from a macro level as from internal and external environment,improve the pattern of diversity in subject of collaborative governance,clear the government event management method,and to set up the government and the society mutual supervision mechanism,strengthen management of institutionalized and non-institutionalized security and to choose different management means for different event type,altogether added as six mass sports management optimization strategies.
