Research On The Operation Of The “provincial And Ministry Co-construction” Policy Of Local Universities In My Country

Local university Sheng-Bu Co-Sponsorship policy is an important exploration of the reform of higher education management system since 21th century.It is also the product of the reform and development of higher education in China.The purpose of local university Sheng-Bu Co-Sponsorship is to co-ordinate the use of central government and local government resources,which is focus on supporting the construction of local colleges and universities to improve the level and quality,leading,radiating and promoting the reform and development of local higher education.Under the guidance of the spirit of the central government to continue the Sheng-Bu Co-Sponsorship work to deepen,the Sheng-Bu Co-Sponsorship policy has fully reflected the distinctive characteristics of the times and the quality of policy with the times:from the regional policy of the central and western regions to the national policy covering all provincial administrative divisions in China,from the single policy turns into policy groups.The focal point of Sheng-Bu Co-Sponsorship policy directly points to the coordinated development of local higher education.In recent years,the central government has speeded up the pace of Sheng-Bu Co-Sponsorship,increasing the intensity of Sheng-Bu Co-Sponsorship.Which have achieved certain policy effectiveness,but there are also some problems.Therefore,to continue to promote Sheng-Bu Co-Sponsorship needs to promote the effective operation of the policy,and to seize the opportune moment improvement and innovation of policy.This paper takes G university as a case,applying the methods of literature analysis and policy text analysis,conducting a comprehensive examination and investigation on the base of Sheng-Bu Co-Sponsorship school base,process,operational effectiveness and implementation gaps of local university.So as to refine and sum up the policy connotation of Sheng-Bu Co-Sponsorship,proposing the countermeasures and suggestions to further improve Sheng-Bu Co-Sponsorship of local university.This paper consists of six chapters,which is divided into three parts:Part I consists of chapterl and chapter 2.The introduction is mainly about the collection and collation of the literature,to clear up the status of local university Sheng-Bu Co-Sponsorship policy operation of existing research,progress and deficiency.On the basis of summarizing the existing research results,this paper establishes the perspective,methods and content framework of this study.In the chapter 2,this paper investigates the local university Sheng-Bu Co-Sponsorship policy from the historical perspective,studies the process of gradual change of the policy of Sheng-Bu Co-Sponsorship.Meanwhile,chapter 2 clarifies the main body of the policy of Sheng-Bu Co-Sponsorship from the perspective of reality,refines the characteristics of the policy of Sheng-Bu Co-Sponsorship.The researcher holds this view:the policy of local university Sheng-Bu Co-Sponsorship has become an increasingly mature system by more than 10 years of development.Part II consists of chapter 3,chapter 4 and chapter 5,which is the case study,taking G university as a case,closely links to the Ministry of Education and the provincial government signed the agreement of Sheng-Bu Co-Sponsorship,research the effect of the policy of Sheng-Bu Co-Sponsorship and the implementation gaps.In chapter 3,expounds how G university has become a Sheng-Bu Co-Sponsorship from the internal and external factors.In chapter 4,this paper elaborates the great achievements from three aspects of school identity,school running concept and academic level since G university has become Sheng-Bu Co-Sponsorship local university.Which verifies the view that these achievements are closely related to the Sheng-Bu Co-Sponsorship.In chapter 5,this paper from the government-college and university,the university directly under the Ministry of Education to Sheng-Bu Co-Sponsorship university,and internal governance of local university,deeply analyses the gaps of Sheng-Bu Co-Sponsorship from three aspects:school funding,counterpart support and cooperation,and institutional settings.Part ? consists of chapter 6.Chapter 6 reviews and summarizes the research contents of this paper,refining the theoretical connotation of Sheng-Bu Co-Sponsorship from three aspects:gradual progress,policy effectiveness and implementation gaps.In order to improve the policy of Sheng-Bu Co-Sponsorship,this paper puts forward the following policy recommendations:the central government should strengthen the top-level design of Sheng-Bu Co-Sponsorship,provincial government should strengthen the responsibility of Sheng-Bu Co-Sponsorship,local universities should strengthen running school consciousness of Sheng-Bu Co-Sponsorship.
