Research About The Execution Of The Grassroots Employment Policy For College Students In Local University

Abstract/Summary:
With the rapid expansion of the scale of higher education,the number of college students is increasing year by year.Facing the limited employment resources,the competition is more and more intensity in the job marke,and the employment situation of graduates is becoming more and more severe.In addition,the majority of college students prefer to work in the city,and they are unwilling to work at the grass-roots units.So the development of grass-roots units is faced with talent bottleneck.In this regard,since 2003,governments at all levels have successively issued a series of Grassroots Employment Policies for college students,and tried to solve the two problems: the construction of grass-roots talent team and employmen of college students.As the source of talent output,local universities have an unshirkable responsibility to respond to the call of the state actively,do a good job in pushing local grassroots talents,and implement Grassroots Employment Policies.However,in the actual work,the phenomenon of overheating of public employment in local universities is in deep contrast with the phenomenon of undercooling of grass-roots employment,which shows that the implementation of Grassroots Employment Policy for college students has not achieved the ideal policy goal.In this regard,this study attempts to find the answer from the implementation of Grassroots Employment Policy for college students in local University,hoping to provide useful reference for the relevant personnel of local universities to implement Grassroots Employment Policy for college students.This paper mainly uses the methods of interview and literature research,on the basis of combing the content of the major Grassroots Employment Policy,taking the implementation of the Student selection policy in S University as an example,and using the Model of T.B.Smith,focuses on the problems existing in implementation of the Student selection policy in S University from the three dimensions of executive agency,target group,and policy environment.By interviewing the executives and target groups of S University,it is found that there are five problems in the implementation of the Student selection policy: the symbolic implementation of the policy,the overlapping of the rights and responsibilities of the organization,the lack of full awareness of the policy,the contradiction between the value awareness and the value choice of the executives,and the lack of initiatives in the work.In terms of target groups,there are four problems: low perception of the policy,utilitarian choice motivation,low policy identity,and poor quality to match the needs of grassroots work.There are also corresponding problems in the macro and micro level of the policy environment.Based on the actual situation of Student selection policy implementation in S University,this paper uses the Model of T.B.Smith to analyze the reasons for the poor implementation of Grassroots Employment Policy for college students from the aspects of policy itself,executive agencyt,target group and policy environment,and then puts forward some suggestions in four aspects: optimizing the design of Grassroots Employment Policy,enhancing the effectiveness of policy executors,strengthening the guidance of target group,and creating a good policy implementation environment.It is expected to provide reference for the relevant personnel of policy implementation.
