Research On The Blocking Problem Of Mass Sports Policy Implementation And Its Governance Path

Since the founding of new China,our country formulated and promulgated the considerable public sports policies,especially since the 1990 s,the national fitness program outline of the national fitness ordinance "national fitness plan(2011-2015)," such as successively formulated and issued policy,guiding the strategic direction of the development of mass sports career,to realize the healthy development of mass sports,laid a solid foundation.However,"the law cannot be left to its own devices".As allison put it,"in the process of achieving policy objectives,only 10% of the functions identified by the program are determined,while the remaining 90% depend on effective implementation",showing the role of policy implementation.Sports research starts from problems,and sports management research is based on solving problems.From the perspective of reality,there are many obstacles in the implementation of mass sports policy,which reduces the performance of policy implementation,damages the authority of mass sports policy,is not conducive to the realization of public sports interests carried by the policy,and the public cannot truly understand the improvement of mass sports brought by the policy.However,at present,the research on sports policy in the domestic sports theory circle is basically limited to the research on the policy itself,and the research on policy implementation is just starting,which is not conducive to the effective guidance of theory to practice.It is not only an urgent need of practice,but also a necessity of theoretical research to explore the block of mass sports policy implementation.So how to understand the blocking problem of mass sports policy implementation,what are the features of the blocking problem of current mass sports policy implementation,what are the causes of the blocking problem,and how to govern these blocking problems have become important topics that need to be answered by the vast number of sports workers.Based on literature review,field research,case analysis,systematic analysis,expert consultation,and fuzzy comprehensive criticism,this paper conducts an in-depth study on the block of mass sports policy implementation in accordance with the main line of "basic theory--reality analysis--reason exploration--thinking".Based on the theoretical system of policy implementation,this paper puts forward the connotation,characteristics and value connotation of the implementation of mass sports policy,and analyzes the connotation of blocking the implementation of mass sports policy.This paper makes a general analysis of the blocking problem of the implementation of mass sports policy,points out the practical characterization and the effect of the blocking problem,and mainly analyzes the forming factors of the blocking problem.This paper elaborates on some ideas of preventing the implementation of mass sports policy.As a supplement to the current evaluation mechanism of mass sports policy implementation,an evaluation index system based on public satisfaction is constructed.Mass sports policy implementation is the mass sports(with the exception of military sports,school sports)policy implementation main body,for the development of mass sports enterprise,according to the mass sports policy requirements,adopt various ways to realize the policy goals,make public sports interests by the mass sports policy conveys text into practice activities.The characteristics of the implementation of mass sports policy mainly include the universality of the scope of the policy object,the non-compulsory implementation of the policy mode and the difficulty of the policy goal realization.The blocking of the implementation of the mass sports policy is the situation that the finds that to some extent,the problem of blocking the implementation of mass sports policy stems from the policy itself,which is reflected in the poor quality of mass sports policy itself and the lack of regulations on the implementation of the policy;The lack of cognition and the dissimilation of the concept of the public sports policy executors,the interaction and coordination between the public sports policy executors and the policy-making subjects as well as the target groups,the interest game between the public sports policy executors and the behavior of the public sports policy executors;The problem of blocking the implementation of mass sports policy is largely related to the unsound institutional factors.Such as the lag of the organizational system of mass sports policy implementation,the formalization of the supervision and evaluation mechanism of mass sports policy implementation and other formal institutional factors,as well as the influence of informal systems such as local "acquaintances' social" relations on the implementation of mass sports policy.The implementation of mass sports policy is also influenced by economic environment,political environment and social and cultural environment.The governance of the problem of blocking the implementation of mass sports policy needs to establish the civic participation mechanism of mass sports policy making and improve the rationality and legality of policy making.The behavior of the subject of mass sports policy implementation is improved by improving the subject's policy recognition,strengthening the subject's communication and coordination ability,and strengthening the subject's incentive and restraint.Through promoting the reform of the network model of the organization system of the implementation of the mass sports policy,innovating the supervision and evaluation mechanism of the implementation of the mass sports policy,strengthening the construction of informal system such as sports belief,etc.,we will improve the formal and informal systems of the implementation of the mass sports policy.The economic interest through balancing mass sports in the implementation of the policy to improve the economic environment,in legal way to regulate the local mass sports policy execution,the mass sports policy implementation in local government performance evaluation system specification policy implementation of political environment,by optimizing the environment of public opinion,attaches great importance to the mass sports policy of social publicity and interpretation,cultivate the citizen,raising the degree of sports organization to improve social and cultural environment.Constructing a scientific and reasonable evaluation system for the implementation of mass sports policy is a necessary complement to the problem of blocking the implementation of mass sports policy.On the basis of referring to the structural model of public satisfaction both at home and abroad,the evaluation index system of public satisfaction for the implementation of mass sports policy is determined,which includes 5 first-level indexes,7 second-level indexes and 22 third-level indexes.The fuzzy comprehensive evaluation method was used to evaluate the satisfaction of 200 urban and rural residents in F city,Shandong province.The satisfaction level is the basic satisfaction.
