The thesis takes the comtemporary Canadian aboriginal education policy as the object of study,and its main research methods are literature,comparison and case study.This thesis has a study of Canadian aboriginal education policy on its emergence and development background,the theoretical foundation,the basic content,the implementation subject and implementation process,the value orientation,the characteristics,and the enlightenment to the reform of educational policy for ethnic minorities in China.From the perspective of its development,the Canadian aboriginal education policy went through the traditional aboriginal education period,assimilation education period and multiculturalism education period.The thesis suggests that the change of aboriginal education policy in Canada is affected by the isolation and assimilation policy in Britain and France colonial period,boarding school system,multiculturalism policy,political,economic and educational macro situations in different periods.In the colonization of Britain and France,for the purpose of achieving better governance of aboriginal people through Christianization,the colonists established reservations for aboriginal people,isolated them and assimilated the education.At the beginning of the founding of Canada,the boarding school in the isolation and assimilation period is kept and the implementation of boarding school education for aboriginal people was carried out.With the rising of the call for autonomy of aboriginal education,the Canadian government has been adjusting and finally implementing the multiculturalism policy in response to the international and domestic situation.From the theoretical foundation of multiculturalism policy,the comtemporary aboriginal education policy in Canada is not only subject to international and domestic political and economic situations in different historical periods,also closely linked to the socially dominant schools of thought in different periods.Canadian aboriginal education policy under the framework of multiculturalism not only respect and emphasize the value and function of aboriginal culture,also actively promote the improvement of aboriginal cultural consciousness and autonomy,which can promote mutual communication and understanding of aboriginal culture and mainstream culture.From the content of multiculturalism policy,the thesis believes that the relevant international treaties and the constitution concluded by Canada are the fundamental basis of aboriginal education policy in Canada.Under this guidance,the contents of aboriginal education in other federal laws,as well as in treaties and agreements,are specific guidelines for the implementation of aboriginal education programs.The Canadian Constitution has formulated a number of articles to protect the rights and interests of aboriginal people in education and the inheritance and development of national culture.It is an important cornerstone of aboriginal education policy.With the constitution as the basis,the promulgation of the human rights law and the multicultural law have further laid a multicultural framework for aboriginal education.Aboriginal settlement government,according to the actual situation in the region,continuously develops,adjusts and promulgates more specific aboriginal education policy and makes it better implemented.From the implementation of multiculturalism policy,the thesis thinks that Canadian government has established a more perfect execution system from the federal government to the provincial or regional government departments,and to all kinds of education policy implementation mechanism,which is an important institutional guarantee for the effective implementation of the aboriginal education policy.From the implementation process of multiculturalism policy,this thesis analyzes the specific implementation of the aboriginal education plan under the framework of multiculturalism,including kindergarten to grade 12 education action plan,post-secondary education action plan,vocational education program and other security programs.From the characteristics of the policy,the multiculturalism education,which is the core of national identity,is the most important feature of the Canadian aboriginal education policy.National identity education is the premise and foundation of multiculturalism education.National identity constitutes the core essence of multiculturalism education,without it,there is no existence for multiculturalism education and aboriginal education autonomy.Canada's pursuit of national identity is the identity that all Canadian treat Canada as a nation,which is different from European countries.That is why multiculturalism still has a vibrant presence in Canada,despite the challenges of multiculturalism in many countries around the world.From the value orientation of the policy,the thesis thinks that the Canadian aboriginal education policy mainly contains the following four main value pursuits: First,the advocate of justice and fairness,which concretely manifests that the aboriginal education policy is a compensation measure to admit an historic mistake of isolation and the assimilation policy,to improve the living conditions of aboriginal people,to boost their social development.The policy is helpful to promote social fairness and economic equality.Second,inclusiveness.Aboriginal education policy admits personal citizenship in term of common sense,also emphasizes its identity as a particular cultural group members,and respects for aboriginal peoples‘ non political identity;At the same time,while ensuring that aboriginal people enjoy equal treatment as ordinary citizens,"differentiated treatment" as an important special measures should be taken for the aboriginal people.Third,the maintenance of diversity.Aboriginal education policy under the framework of multiculturalism is devoted to the recovery and development of native language education,to help aboriginal people learn and inherit the national culture,and to ensure that aboriginal people realize self-independence as their wishes,and the diversity of individual value is respected.Fourth,as the improvement of the aboriginals' level of education and social politics and economy development,national culture is gradually understood and accepted by mainstream society,which benefits for relieving the contradictions of ethnic groups in Canada,increasing national identity,and promoting social sustainable development.At the same time,under the situation of the increase of the population aging degree,Canadian government pours new energy into economy by actively promoting aboriginal education policy,improving the quality of aboriginal education,and cultivating high-quality labor resources as an important strategy of promoting the sustainable development of the Canadian economy.The value orientation of the Canadian aboriginal education policy under the multiculturalism framework is in line with the education policy of minority nationalities in China.Aboriginal education under the framework of the Canadian multiculturalism policy and implementation can provide some introduction and reference for China to develop,improve and implement the ethnic education policies: China should plan minority education and regional new urbanization construction phase as a whole,further develop ethnic minority vocational education,promote coordinated development of national education and economic society,give full play to the role of the ethnic community,parents and elders,strengthen the national education particularity,pay attention to combining the micro operation with macro guidance policy,further combine the ability of lowering the education management and training education national autonomy,and further promote the combination of the national development and national identity education.
