The aboriginal people have been recognized as a vulnerable group all over theworld. They have problems of the low level of employment, income and education,the low rate of house ownership, as well as the high rate of child mortality and thepoor health condition and so on. Most of the countries in the world have begun to payclose attention to the development of the indigenous when facing such inferiorsituation. Being an important member of the indigenous in the world, Australia hasgradually realized that the development of the aborigines has been a crucial role topolitical stability and economic development of the whole country. Since the1970s, inorder to improve the present situation of the aboriginal poverty and solve problems ofunemployment, Australian government has issued a series of the policies ofindigenous vocational training and employment.The study, which introduces the goals, strategies and conditions of the relevantvocational training and employment policies of Australian aboriginal people in theform of as dynamic inspection. In order to clearly show the different stages of thepolicy of Australia, the author will be divided into indigenous vocational training andemployment policies in the1970s to the late1990s and those since the21st century,the study also refined the characteristics of indigenous vocational training andemployment policy of each stage and analyzed Australian aboriginal employmenteffect according to the Australian Bureau of statistics, Aboriginal and Torres StraitIslander Survey and related assessment. Nevertheless, the relevant implementationreport does not release due to the late aboriginal employment policy is being put intopractice. However, according to the current implementation report, it shows that therehas been a certain improvement of aboriginal employment level and especially inIndigenous self-employed and entrepreneurs and Non-CDEP employment achievegreater development. But from the labor market situation, Between the AustralianAboriginal and non-Aboriginal, there are still large gaps in employment,unemployment, labor force participation rate. The author conducted in-depth analysisof its gap factors of education, history, culture, geography, life expectancy and health conditions, and examine the problem exist in its policy implementation process,which provides us with a certain reference of the establishment of vocational trainingand employment policy about the ethnic minorities in China.The body of the paper is divided into four parts: The first part introduces theAustralian aboriginal vocational training polices since the1970s. The second partintroduces the Australian aboriginal employment policies. The third part introducesthe implementation effects and existing problems of the Australian aboriginalvocational training and employment policies. While the last part puts forward somesuggestions and opinions combined with our country minority employment problemsin the last part of the paper.
