A Study On The Mechanism To Cultivate The Entrepreneurial Competencies For Cross-border E-Commerce Talents

With the development of global modem information technology and the intensification of economic integration,China's cross-border e-commerce industry has entered into an explosive growth period.Therefore,the demand for innovative and entrepreneurial cross-border e-commerce talents is increasing.However,the cultivation mechanism for cross-border e-commerce merchants is not yet perfect in China.There are problems such as the shortage of talent cultivation quantity and the inferior quality of talent cultivation,which have become an important bottleneck restricting the development of cross-border e-commerce industry.Ont his background,this study concerned with application-oriented undergraduate level talents who started their business in cross-border e-commerce.The author discusses the structure of cross-border e-commerce talents' entrepreneurial competencies.then explore the construction and operation of entrepreneural competence training mechanism for cross-border e-commerce talents'.Using the management research methodology,Four steps of research logic are set including proposing problems?constructing theoretical models?verifying and revising theoretical models?solving practical problems,to discuss the construction and application of the theoretical model of competency training mechanism for cross-border e-commerce talents in this paper.Firstly,on the basis of literature review,interviews and case studies,Combining with the application of human capital theory,triple helix theory and synergistic theory,the hypothesis model of cross-border e-commerce talents' entrepreneurial competence structure are proposed as well as the cultivation mechanism of them.Secondary,the hypothesis model are verified and corrected through questionnaire study.Then,the author analyze the construction and operation of the cultivation mechanism of entrepreneurial competencies in China and pointed out the shortages and problems of them.Finally,countermeasures for optimizing the cultivation mechanism of entrepreneurial competencies are put forward.The conclusions of this paper indicated that:(1)Entrepreneurial competence is the comprehensive competency including personal characteristics,knowledge and skills of entrepreneurs who successfully complete various roles and task in the course of business.The study payed special attention to the competency of skills.The Cross-border e-commerce talents entrepreneurial competencies consist of entrepreneurial opportunities competency,cross-border cultural competence,and team building competency,business innovation competence and entrepreneurial performance competence.(2)Entrepreneurial competence cultivation mechanism can be constructed from the government's policy impulse,entrepreneurship education in colleges and universities as well as industry collaborative training.The three are linked and working together to affect entrepreneurial competencies.Element of cultivation mechanism have different effects on the different dimensions of the Cross-border e-commerce talents' entrepreneurial competencies.(3)The entrepreneurial competencies cultivation mechanism for cross-border e-commerce talents can be regarded as a complex and open system.Under the guidance of the goal of talents training,it takes strategic coordination of the three parties including government,colleges and universities,industry as the direction,takes their culture synergy as the guide,takes their organization cooperation as the guarantee and takes their system coordination as the driving force.Thus,the cooperation of administrative resources,academic resources and production practice resouces can be aggregationed to act on the process of entrepreneurship education.And then the effect of talent training can be achieved.The operation mechanism of the entrepreneurial competencies cultivation mechanism for cross-border e-commerce talents has gone through three stages.The first stage is the promotion of the generation period,driven by the government;the cultivation mechanism is preliminarily constructed.In the second Stage,driven by colleges and industries' deep cooperation,the cultivation mechanism takes shape.Finally,in the mature Stage,driven by multiple participators,entrepreneurship education develops in harmony with society.On the basis of the theoretical model of competency training mechanism for cross-border e-commerce talents which established before,this paper analyzes the current situation of the construction and operation of the training mechanism for talent entrepreneurship of cross-border e-commerce enterprises in China.And points out that entrepreneurial competencies cultivation mechanism of the cross-border e-commerce talents' have been preliminarily established in China and the talent cultivation effect shows up.However,the three links of government administrative impulse,university start-up education and industrial cooperative training need to be perfected.The mechanism of talent training is still in the stage that the government leads the promotion and improves the system.The mechanism of collaborative training of talent is still unsmooth and needs to be further optimized.Finally,Countermeasures for optimizing the entrepreneurial competencies cultivation mechanism of the cross-border e-commerce talents are put forward including government administration,university entrepreneurship education,industrial cooperative training and their cooperation.Finally,four suggestions are put forward:firstly,government's administrative impulse mechanism should to be improved,under the guidance of talent training strategy.Secondly,we should improve the education mechanism and strengthen innovation education.Thirdly,the mechanism of industrial synergies should be improved as well as investment in personnel t raining should be increased.Fourthly,the cooperative system of government,industry,colleges and universities should be improved to optimize mechanism of collaborative cultivation of talents.
