Research On Historical Change Of Chinese Professional Soccer Athletes Transfer System Based On Evolutionary Economics

Chinese football reform has entered a critical stage,professional football as a key area,the reform is also imminent.Transfer system is one of the core system of professional football,how to further reform to protect the healthy development of Chinese professional football league is a real problem.Using the method of literature,expert interview,case study,historical method,logic method and comparison method,firstly,based on the concept,this paper demonstrates the transition of Chinese professional football transfer system which has factor condition of the evolutionary economic research.Then,the paper analyzes the self-organization essence,mechanism and evolution motive force and trend of transition of Chinese professional football transfer system from the macroscopic to the microscopic based on self-organization and evolutionary game.Finally,drawing lessons from the development experience of England and combining with the reality of our country,this paper puts forward the goal,principle and specific path of the reform of Chinese professional football transfer system,which has theoretical and practical significance for deepening the reform of Chinese professional football transfer system and ensuring the healthy development of Chinese professional soccer league.Main conclusions:1.Transfer system refers to the rules set of constraining the various behavior of professional clubs and athletes and guiding the interests distribution and cost allocation of transfer transaction,which attributes are economic consequence attribute,politicized procedure attribute and law tendency attribute.Athletes transfer is included in the mobility.They are superior-subordinate relationship.2.The process of transition of Chinese professional football transfer system can be divided into four stages:limited free transfer system,delisting system,double track transfer system and free transfer system.Its changing characteristics are in line with the factor conditions of evolutionary economics research.So,using the self-organization and evolutionary game theory of evolutionary economy to analyze the self-organization nature,mechanism and evolutionary force and trend of transition of Chinese professional football transfer system is suitable.3.The transition of professional soccer transfer system is a self-organizing process,which is a complex system composed of football club,players and Chinese football association(CFA),and it has four features of twists and turns,mutations,multi-results and path dependence.In the original limited free transfer system,the reform of official club is not complete,which leads to the player market misallocation,the gap of competitive strength between clubs is widening and the benefit of professional league is sharply droping.Therefore,delisting is the path selection,which has quick results of governance.But under delisting,the talent selection of club and transfer willing of player are limited,their's interest demands are difficult to express,which has given rise to the conspiracy action between club and player.In order to prevent the transfer order out of control again,double track transfer system become the path selection.However,under double track transfer system,the player's freedom of movement is still limited,and local and international transfer system is incompatible,which leads to the action of free transfer of player.At last,free transfer system become the path selection,which is international standards.4.From the perspective of evolutionary game,the transition of Chinese professional football system is a game process of football clubs,players and CFA based on their own interests calculated.In addition to action under the transfer system,unwritten action is an optional subset of actions for the subjects of transfer market.Football clubs and players are not satisfied by following the transfer system and then they adopt the unwritten strategy that avoid the constraints of formal rules.In the game,different subject of interests have different dominant strategy,therefore,only through the reform of transfer system to adjust the existing interests pattern.In different stage of transition,the power resources of football club and player has changed,the subject of its relative increase have stronger ability of negotiation in the game,then acquire greater returns in the adjustment of profit distribution.So,the reform of transfer system tends to favour their direction.5.The development of England's enlightenment to our country:We should accelerate the optimization of internal governance and functional change of CFA.We should establish football organization such as professional alliances,players union,and ensure that the club and player have the same interests of expression channels.Once there are labor disputes,we must also ensure that they have a balanced power in the negotiation.In addition,we should strengthen the legalization of transfer system,and continuously improve the compatibility with the local law.6.The reform of Chinese professional football transfer system not only usher in an unprecedented opportunity,but also face many difficulties and problems:the football association's political achievements have been solidified and the reform of administrative is not comlete;the professional football league and the player's union are difficult to establish;the main body of transfer system reform is misplaced and the allocation of the power resource is out of balance;there is a serious lack of voice of player,and legal rights and interests is not guaranteed;the construction of legalization of transfer system is lagging behind,and the compatibility of local law is poor.7.In view of the existing problems,the reform of Chinese professional football transfer system should be to improve the allocative efficiency of player and ensure the fairness and justice of transfer system,which is the overall goal.The reform of the transfer system should be followed the basic principles,such as market autonomy coordinates with football association regulation,international transfer rules compatible with local culture and institutional constructions compatible with the local legalization.The specific path of the reform of transfer system is as follows:we will accelerate the construction of professional football league and player's union to form a new pattern of governance of control of triangular checks and balances.We should optimize the internal governance structure of the CFA,and establish the revision committee of the transfer system.We should take the CFA,football clubs and players as the core reform of main body to ensure that the power of design of transfer system is balance.We should improve the due processes of the institutional reform and the handler method of abnormal transfer problem to ensure that the reform process of transfer system is just.We should strengthen the legalization of transfer system and improve the compatibility of the transfer system with local laws.We shuold clarify the localization space of the international transfer system and deal with the relationship between localization and internationalization.
