In the era of knowledge-based economy,innovation has become the "magic bullet" to achieve economic growth,and talent strategy has become a common consensus for most countries.The global talent competition actually depends on the talent institutions largely.The essential characteristic of talents is that they have talent capital to carry out creative work and realize the value of creation.These action criterions,working procedures and management systems that affect the creative work and realization process of the innovation value of talent capital,have constituted the conception of talent institution.By talent institutional innovation,action groups can provide exclusive property right for the talent capital innovation achievements,and establish a private benefit and utility expectation for talent capitals,and make their private benefit fully close to the social benefits,and encourage talents to increase the supply of talent capital and enhance the innovation performance,and realize the potential innovation value to the greatest extent,then promote the economic growth.On the basis of the review and correction of the theory of talent capital,innovation performance and institutional change,this dissertation constructs an analysis framework and an analysis model on relationship between talent institution system and innovation performance.Based on the analysis of the cost and benefit of the talent capital innovation activities,this dissertation divides the talent institution system into cost control institutions and benefit acquisition institutions.The cost control institutions include the talent investment institutions which can reduce the direct cost on education,training and research for talent capital,and the talent flow institutions and the talent innovation institutions which can reduce the transaction cost for talent capital innovations.And the benefit acquisition institutions include the talent incentive institutions which mainly affect the material benefit of talent capital,and the talent evaluation institutions which mainly affect the spiritual benefit of talent capital.Then,from the analysis framework and analysis model on relationship between talent institution system and innovation performance,this dissertation examines the process of talent institutional innovation in the United States and China and their impacts on the innovation performance of talent capital.The U.S.government carried out a series of talent institutional innovations on the immigration institution,oversea student institution,intellectual property patent system,stock option system,the combination system of government,industries,universities and institutes,which have provided increasing marginal benefit expectations for talent capital.These institutional innovations constantly form new institutional equilibriums,offer a clear benefit expectation for talent capital's innovation,and guarantee the continued ascension of innovation performance of America.Since the reform and opening-up,China has also promoted talent institutional innovations on talent investment institutions,talent introduction institutions,talent market system,research management institution,research achievement protection system and achievement transformation system,and gradually establishes private benefit and utility expectation for talent capitals,and provides strong talent support and institutional support for China's economic miracle.After a longitudinal analysis on the U.S.and China,this dissertation also makes a case study and comparative study on the talent institutional innovation of San Francisco and Shenzhen.Through the horizontal comparison,it is concluded that the government must bring initiative and creativity into the process of talent institutional innovation,while maintaining the real-time evaluation and dynamic adjustment on talent institutions,to provide continuous benefit expectation and institutional balance for talent capital innovation activities,so as to effectively encourage talent capitals to improve their innovation performance.Finally,according to the theory and empirical research on talent institution innovation,this dissertation puts forward five policy recommendations,which include that the government should reduce the decentralization while making full use of its unique advantage in talent institutional innovation,and to set up a talent evaluation institution oriented by innovation performance and capability,and to build a talent incentive institution balancing spirit benefits and material benefits of talents,and to build a long-term and stable supporting mechanism for science and technology talents,and to dynamically assess and adjust the talent institutions in real time.The main innovations of this dissertation are as follows.Firstly,based on the existing theories and the analysis of the cost-benefit and utility of the talent capital innovation activities,this dissertation thoroughly puts forward the mechanism of the talent institution system on innovation performance,thus constructs an analysis framework and an analysis model on relationship between talent institution system and innovation performance Secondly,based on the analysis framework and analysis model on relationship between talent institution system and innovation performance,this dissertation carries out case studies and comparative studies on two countries and two cities,and summarizes the experiences and regularities of talent institutional innovations,then puts forward policy recommendations on deepening talent institutional innovation of China.The limit of this study is that,due to the limitation of statistical data on talent institutions,the research on the relationship between talent institution system and innovation performance could be further deepened and expanded while the relevant statistical data is more accessible and plenary.
