Since the implementation of China’s innovation-driven development strategy,with the input of a large number of innovation resources,the number of innovation output has increased substantially,but the input-output ratio of innovation has slowed down,and innovation development has fallen into the dilemma of "high output and lame efficiency".A lot of innovation resources are wasted.On the way to an innovative power,innovative talents,as an important resource for urban innovation and development,are competing for competition by various cities.Whether each city can win in this talent competition,the key lies in whether it can provide a good environment for survival and development.However,traditional talent management methods have long been unable to meet the management needs of innovative talents in urban innovation and development under the new technological background.In the same way,innovative talents no longer only value the salary competitiveness of the city.Other advantages of the city such as location environment and resource conditions,Policy guarantees,etc.have also begun to become important factors in attracting innovative talents.Therefore,it is necessary to combine talents,resources,policies,and the environment into a composite talent ecosystem to study the relationship between it and the city’s innovation performance(innovation output)efficiency(innovation efficiency).Based on the above research background,this research raises three questions:(1)How to evaluate the talent ecosystem?(2)How to measure the city’s innovation performance?(3)What is the relationship between the talent ecosystem and urban innovation performance? In response to the first two questions,select the top ten cities(Beijing,Guangzhou,Hangzhou,Hefei,Jinan,Nanjing,Shanghai,Wuhan,Xi’an,Chongqing)in the article "New Features and New Trends in Regional Innovation Capability Changes in my country" published by the University of Chinese Academy of Sciences.related panel data from 2008 to 2019,using global principal component analysis(GPCA)and super-efficiency DEA methods to comprehensively evaluate the "talent ecosystem" and "urban innovation performance".Aiming at the third question,on the basis of theoretical analysis,the evaluation results of the first two parts are combined to analyze the correlation between the talent ecosystem and the city’s innovation performance,and the panel regression model is used to explore the impact of the talent ecosystem on the city’s innovation performance.And analyzed the reasons for the "high output and lame efficiency".From the dual perspectives of innovation “performance” and “efficiency”,this research puts forward the research viewpoint that “talent ecosystem can not only improve urban innovation output(performance),but also improve urban innovation efficiency(efficiency)”.It is not only the improvement of the quantitative research,but also the supplement to the efficiency research.The main conclusions of this study:(1)The talent ecosystem development gap in each city is large,and the internal development of the system is uneven;(2)It is concluded that the talent ecosystem and urban innovation output are in an inverted U-shaped relationship,and the talent ecosystem and urban innovation efficiency are in a positive U-shaped relationship.The talent ecosystem promotes high urban innovation output and low urban innovation performance.The above conclusions all show that the pros and cons of the talent ecosystem are both the cause of "high output and low efficiency" and the solution to "high output,low efficiency".Based on the above research conclusions,the innovation and development of each city should focus on the balance of the internal development of the talent ecosystem,narrow the development gap between cities,let go of the persistence in innovation output,focus on improving innovation efficiency,and increase the overall level of the talent ecosystem.The assistance of lower cities will eventually get out of the innovation dilemma and enhance the sustainability of urban innovation and development.
