At present, most of countries have put the building of national innovation system as strategic goals in the new period and put the science and technology innovation as stragetic investment. Develop and deploy high technology industries in advance which are frontier disciplines of nation, and put major national science and technology projects into effect in order to promote national innovation ability and international competitiveness. However, there are intimate relationship between the promotion of national and regional innovation ability and technological talent aggregation. On one hand, most of tacit knowledge and scientific research resources, which will be used and diffused to contribute to promoting regional innovation ability, are possessed by technological talent; On the other hand, the promotion of the national and regional innovation ability will facilitate the development of nation and region and form good environment to enhance the level of technological talent aggregation. So this paper combinates regional technological talent aggregation with regional innovation performance and introduces the concept of talent retain degree on the basis of the analysis, in order to realize the relationship among the double dimonsions of technological talent aggregation, talent retain degree and innovation performance, then take proper measures to enhance the talent retain degree and then regional innovaton performance in Shanxi. It is significant to the theory of talent aggregation, the promotion of regional talent retain degree and innovation performance in theory and practice.On the basis of relevant theories and research results, the main part are as follow:(1) illuminate the connotation and measurement of the double dimonsion of technological talent aggregation, talent retain degree and innovation performance;(2) make assumption among technological talent aggregation, talent retain degree and innovation performance based on relevant theories;(3) build the index system for density of technological talent aggregation and quality of technological talent aggregation( double dimonsions of technological talent aggregation), talent retain degree and innovation performance,and then standardize the data using Deviation Standardization Method and test the reliability and validity using Crobach’α coefficient, KMO test statistics and Bartlett ball test statistics in SPSS19.0;(4) get the weight of every index using Entropy Weight Method and build the evaluation function;(5) analysis the current situation and trend of technological talent aggregation and quality of technological talent aggregation,talent retain degree and innovation performance of Shanxi province;(6) get estimation results of structural equation model and evaluate the fitting results using the data of Shanxi in 2003-2013;(7) verificate research hypothesis and then make an explanation using actual situation and theory knowledge according to estimation results.There are some conclusions on the basis of empirical research:(1) density of technological talent aggregation in Shanxi can promote innovation performance positively;(2) quality of technological talent aggregation in Shanxi can promote innovation performance positively;(3) density of technological talent aggregation in Shanxi can promote talent retain degree positively;(4) quality of technological talent aggregation in Shanxi can promote talent retain degree positively;(5) technological talent retain degree in Shanxi can promote innovation performance positively.Innovation points are:(1) introduce double dimonsion of technological talent aggregation, that is density of technological talent aggregation and quality of technological talent aggregation, as research dimension,and mearsure them from industrial enterprise, university and R&D insititution theree degree;(2) choose technological talent retain degree as measurement index of technological talent aggregation desiderative, then explore the impact of density of technological talent aggregation and quality of technological talent aggregation on it;(3) construct Structural Equation Model between density of technological talent aggregation, quality of technological talent aggregation and technological talent retain degree and innovation performance, get estimated results of model after a series of treatment of data and test of model and then analyze their reasonality using correlate theory about human resourse and talent aggregation.
