With the development of open policy and the prosperity of socialistic moderniazation, and with the rapid pace of globalization after being a member of WTO,human resource has become the most important strategic resource of China. Some countries such as USA, Japan, Singapore focus on human resource globalization as one of their key strategy, they made series of policies to train talents and attract talents as well. To cope with the contest of talents, China should set its talent development strategy,set up a new system to train, attract and retain talents according to its situation, especially to innovate the system of attracting talents.Based on the internal and external human resource theories and practices,this article analyses talent transfer cost and human resource market failure from the aspect of human resource market operation system, then reaches certain conclusions. (1)Shortsight of the market leads to the delay of human resource training and supplying. (2)Blindness of the market is responsible for the unreasonal distribution and structure of human resource. (3)The positive externality of human resource training makes it impossible for the human resource to be fully trained by the market; (4)Information asymetery leads to the market failure to adjust talent transfer. (5)human resource market can not identify the frontier of talent property which leads to the block of free human resource transfer.To solve these problems, government should play the proper role, that is to micromanage and adjust the market by transferring its function and establishing policies and regulations.Based on the situation of human resource and the problems of constructing talent troops, this article analyses recent talent policies,especially the functions of government to compensate market failure of Panjin and gives some recommendations such as to set up indirect attracting policy, to carry out privilege policy, to perfect income distribution and social welfare policies, to improve the enviroment of human resource market, etc.
