The 19 th CPC National Congress clearly requires to implementing the party's educational policy in an all-round way,take high moral values establishment and people cultivation as the fundamental task of education,and train socialist builders and successors featuring an all-round development in morality,intelligence,physique and art.On May 4,2018,General Secretary Xi Jinping Pointed out at the symposium between teachers and students at Peking University that only by grasping the training of socialist builders and successors can universities run a world-class university with Chinese characteristics.As the first people to reach college students,college counselors undertake the important responsibility of guiding the ideological value throughout the whole process of education and teaching.In addition,the current social development puts forward higher requirements for the all-round growth of college students,which expands the depth and breadth of College Counselors' work.College students have dual identites of teachers and managers,whoes pursuit of value,ability and quality,work effectiveness and so on are all related to the fundamental issue of "what kind of people to train,how to train people and who to train for".The work effectiveness of College Counselors is an important link in the construction of the team of College Counselors,which mainly measure the overall situation of College Counselors in developing ideological and political education for college students and training qualified socialist builders and reliable successors.Socialism with Chinese characteristics has entered a new era,ideological and political education in colleges and universities will also assume the new mission of the new era.Research on the work effectiveness of College Counselors is very important theoretical and practical significance.This research is guided by Marxism,deeply comprehend Marxism standpoint,viewpoint and method running through the theoretical of college counselors.The researcher carried out the present study for three major reasons,fisrtly,to respond to the needs of the society for the ideological and political work guides,secondly,to solve the key problems of talent training and counselor team building in colleges and universities need,thirdly,to meet the internal needs of the self-development of college counselors.By analyzing the current situation of research on the work effectiveness of college counselors at home and abroad,making the research ideas and methods clearer,establishing the theoretical level of the work
