A Study On The Difficulties And Governance Paths Of Regular Senior Secondary School Education In Poverty-stricken Areas Of Midwestern China

Regular senior secondary school education is the link between compulsory education and post-secondary education.However,in all kinds of education at all levels in China,regular senior secondary school education is still a weak link.In particular,the development of regular senior secondary school education in poverty-stricken areas in the central and western regions faces many difficult dilemmas,which not only affects the sustainable development of poor areas and poor people,but also affects the comprehensive popularization of high school education and poverty alleviation.This study starts from the three dimensions of “experience,problems and countermeasures” and the four dimensions of “supply,funding,balance,quality”,and comprehensively uses literature analysis,historical research,comparative research,questionnaire survey and interview method.Based on the investigation and research of 30 regular senior secondary school schools in 14 poverty-stricken areas in Hubei,Shaanxi,Guizhou,Henan,Gansu,Sichuan and Yunnan provinces,this paper conducts a comprehensive and in-depth analysis of the objective necessity,achievements,predicaments and causes of the development of regular senior secondary school education in poverty-stricken areas in the central and western regions of China.The study found:First,since the founding of New China,the development of regular senior secondary school education in poverty-stricken areas in the central and western regions of China has experienced key development period,stable period,scale expansion period,and Popularization period.Significant achievements have been made in the development of regular senior secondary school education in poverty-stricken areas in the central and western regions of China,which is reflected in the continuous improvement of the level of popularization,the continuous increase in funding,the improvement of school conditions,the gradual implementation of free education,and the expansion of students from poor areas into higher education institutions.Second,there are many deep-seated dilemmas in the current high school education in poverty-stricken areas in the central and western regions in terms of resource supply,funding guarantee,balanced development,and connotation development.(1)In terms of resource supply,the insufficient education supply,the weak conditions for running schools and the shortage of quality education resources is difficult to meet the growing demand for high-quality regular senior secondary school education for parents and students in poor areas.(2)In terms of funding and security,the financial investment is insufficient,the internal funds in the poverty-stricken areas are not balanced,the regular senior secondary schools are running schools and the cost of regular senior secondary school education for poor families is heavy(3)In terms of balanced development,the imbalance between education development between urban and rural areas and between schools is highlighted.(4)In terms of connotation development,the loss of high-quality students,the weak construction of teachers and the prevalence of dropouts have also plagued the healthy and sustainable development of regular senior secondary school education in poverty-stricken areas in the central and western regions.Third,the reasons are mainly due to the poor natural ecological environment in the poor areas of the central and western regions,the weak social foundation,the lag of economic development,the low-centered education management system and the financial system,the imperfect educational legal system,the poor cultural thinking and the lack of family education,as well as imperfect education and poverty alleviation mechanisms.Based on the above findings and combined with modern governance theory,this study proposes a governance path and strategy to promote the development of regular senior secondary school education in poverty-stricken areas in central and western China: First,strengthen the legislation of regular senior secondary schools,and build and improve the legal system of regular senior secondary school education in poverty-stricken areas in the central and western regions;Second,expand the resources of regular senior secondary school education in poverty-stricken areas in the central and western regions,and to alleviate the current situation of imbalance between supply and demand.The third is to build a long-term funding mechanism and increase investment in regular senior secondary school education in poverty-stricken areas in the central and western regions.Fourth,improve the quality of regular senior secondary school education in poverty-stricken areas in the central and western regions;Fifth,improve the precision poverty alleviation mechanism of education and improve the effectiveness of poverty alleviation in regular senior secondary school education in poverty-stricken areas in the central and western regions.
