With the help of systematic and abundant theoretical modeling,this paper comprehensively expounds the regional development logic driven by local quality.With innovation-driven development becoming a national strategy,talent agglomeration and innovation have become an important driving force for economic development.Innovative talent has become the core factor of production of enterprises.Enterprises pursue talents.Talents pay more attention to the local quality represented by regional private services,public services,physical environment and speed when choosing their location.Therefore,local quality will be the key factor to determine regional development.The new logic of regional development in the new era emphasizes that the key to fostering local economy is to build and improve local quality,attract talents to the greatest extent,and promote local innovation and prosperity.The above logic is called new spatial economics in this paper.In order to systematically elaborate this system,this paper constructs three models and several subdivisional models to illustrate the relationship between local quality and economic geography,the relationship between talent agglomeration,knowledge spillover and regional economic growth,and the effectiveness of regional talent policy.Its logic is that better local quality will change the location choice of talents,thus breaking the spatial distribution pattern of talents and talent-related resources.The gathering of talents will further stimulate innovation vitality and enhance the technical level of the region,so as to achieve higher economic growth in the long term.Therefore,in order to create a higher level of economic development,it is necessary to introduce relevant talent policies,attract talent,and realize the logical cycle of new spatial economics.Specifically,through the general equilibrium model of new spatial economics,this paper has obtained a series of related results.In discussing the model of local quality and economic geography,we find the following conclusions: Firstly,the location decision-making of talents can be divided into two effects: one is income effect,the other is local quality effect.The former depends largely on the heterogeneity of labor force and the improvement of labor efficiency,while the latter depends on the quantity,quality and efficiency of local immovable goods.Scale.Therefore,the location selection of talents will be the result of the interaction and interaction between income effect and local quality effect.Secondly,as an important dimension of local quality,when consumers are allowed to consume immovable products across regions,their demand will be dispersed in space.Therefore,the long-term spatial pattern tends to be more dispersed rather than agglomerated.On the contrary,when only non-mobile products are allowed to consume locally,the demand will be more concentrated and the long-term spatial pattern tends to be more agglomerated.Thirdly,if the transfer cost of talents is introduced,the higher the transfer cost,the more likely the spatial equilibrium will remain unchanged.On the contrary,the lower the transfer cost,the more likely the long-term spatial pattern will approach the ideal equilibrium state without cost.When discussing the relationship between talent agglomeration,knowledge spillover and regional economic growth,the following conclusions are drawn: Firstly,introducing the spatial cost of knowledge spillover and knowledge dissemination,talent agglomeration is largely due to the incomplete knowledge and information.Agglomeration can reduce the cost of knowledge and information dissemination and promote technological progress.If the spatial cost of knowledge spillover is reduced,it will last for a long time.Spatial equilibrium will evolve from core edge structure to symmetrical structure.Secondly,from the perspective of long-term regional economic growth point,the economic growth rate can be divided into two parts.The first part is the rate of technological progress of the whole society,and the other part is the contribution of the agglomeration economy generated by the flow of talent space to economic growth.In addition,the nominal income growth rate of talents can be divided into three parts.The first two parts are the same as the economic growth rate.The third part is the competition effect.The competition effect of the core area will reduce the income and the competition effect of the marginal area will increase the income.When discussing the validity of talent policy,this paper points out that under the purely market mechanism,the free flow of talent may deviate from the willingness of local government to construct and improve local quality.The talent policy of local government will indeed improve the long-term talent spatial distribution and further promote local quality construction and improvement.Therefore,talent policy has been changed.The role of improving spatial pattern and promoting local development.
