After more than 20 years of innovation and development,Vietnamese higher education has achieved achievements yet there are several limitations and shortcomings that need to be overcome.The learners after graduation do not acquire a job,the school has not invested properly to create quality educational products to meet the needs of the society,leading to the redundancy of the teacher.The non-public university(also known as private university)was established to help Vietnamese education flourish and go further than other countries in the region,especially when private universities start focusing on quality,taking quality as the goal of development through lecturers,training programs,training objectives,regularly monitoring and supervising,establishing input and output processes,building a quality assurance system...has changed the perspective of society to look at a new,active and flexible educational environment.Based on the topic of "Research on Training Quality Management at Private Universities in Ho Chi Minh City",the author selected 375 managers and teachers from four private universities of Nguyen Tat University;Hoa Sen University;University of Technology;University of Linguistics&Information Technology of Ho Chi Minh City to conduct research.The primary purpose is to focus on the quality management at private universities in Ho Chi Minh City based on the overall quality management perspective;find out existing issues and their reasons.Based on this context and issues,this article propose measures for the system of private universities in Vietnam in general and private universities in Ho Chi Minh City in particular.The thesis consists of 6 parts as follows:Introduce research context,point out the purpose and importance of the research,and summarize the development of private universities around the world,generalize and develop the quality management of higher education through research materials as well as research methods.Chapter ?:Defining the basic concepts related to training quality management(TQM)and analyzing the theoretical framework.After that,the overall concepts,basic rules and overall quality management are introduced in detail about the concept of educational quality,educational quality management and five types of educational quality management models.Principles and feasibility and methods of developing and applying quality management models in higher education based on the overall quality management perspective of TQM are introduced as well.Chapter ?:Introducing the current situation of the implementation of overall quality management at private universities in Ho Chi Minh City.It can be seen from the evaluation results,in the recent period,many private universities in Ho Chi Minh City have implemented a number of training quality management activities in accordance with ISO international quality management standards 9001-2008 and AUN&QA quality assurance indicators,and self-assessment reports have been developed following Ministry of Education's standards.However,the goals,standards,guidelines and conditions for implementing these standards in schools have not yet been clearly defined and specific.Short-term and long-term goals are required to ensure the quality of training.Chapter ?:Analysing of the effectiveness and current issues of implementing overall quality management in private universities in Ho Chi Minh City.The research results show that private universities in Ho Chi Minh City have achieved certain achievements in quality management,but at the same time,there are several limitations.The underlying causes of limited issues in the private education system in Ho Chi Minh City are:no clear education and training goals,massive enrollment and no specific process of construction standards and their implementation.At the same time,the lack of continuity and consistency in the educational quality management at private universities in Ho Chi Minh City suggests a new quality management model is needed based on the overall quality management perspective to help private universities in Ho Chi Minh City.The continuous development and improvement of the quality of education and training are needed.In addition,the management of private universities in Ho Chi Minh City is still passive,based on notices,guidelines and state regulations,and most of these documents no longer meet the trend of development of the private education system.Some private universities do not proactively implement appropriate reforms through AUN-QA,ISO,TQM or other international standards to figure our a novel ways for the university.Chapter ?:Implementation of experiments and results of quality management experiments of Nguyen Tat Thanh University in Ho Chi Minh City.Experiments were carried out to verify the feasibility and effectiveness of the quality assurance system in private universities,and it was conducted based on three quality assurance management methods.Empirical results show that the management of post-experimental education plans,management of teaching activities and evaluation of academic results and test management after graduation have improved significantly.Chapter ?:Proposing measures to strengthen the overall quality management of private universities in Ho Chi Minh City.According to the survey situation and empirical results,the establishment of education and training quality management systems and educational quality management measures based on the overall quality management viewpoints have been proposed for Private universities in Ho Chi Minh City.The survey results of administrators,teachers and students have fully affirmed the necessity of establishing an education quality management system based on overall quality management,the practicality and feasibility of implementing the education and training quality management system in private universities.
