| According to the Opinions of the CPC Central Committee and The State Council on comprehensively Implementing Budget Performance Management,a comprehensive performance management pattern covering the government,departments and units,policies and projects should be established,the full cycle of major policies and projects whose implementation period is longer than one year should be followed up and the dynamic evaluation and adjustment mechanism established.However,up to now,the relevant national departments have not issued a unified standard of public policy performance evaluation.Therefore,the construction and application of performance evaluation index system for different public policies are worth exploring.The expansion policy of BC students in higher vocational colleges,as a strong starting point to alleviate the huge employment pressure and the shortage of highly skilled personnel in China,has laid a solid human foundation for China to build a model of high-quality employment to drive high-quality economic development,and is an important milestone in the reform and development of higher vocational education in China.It has been nearly three years since this policy was proposed in 2019,and the conditions are ripe for performance evaluation of this policy.Based on public goods theory,system organization theory and other related theories,this paper introduces performance evaluation methods and preliminarily builds a performance evaluation index system by referring to relevant research results.Then,it further selects performance evaluation indexes and determines the weight of indexes through analytic hierarchy Process,interview method,expert scoring method and other methods.Finally,the performance evaluation index system of BC student enrollment expansion policy in higher vocational colleges is obtained.By issuing and retrieving 410 questionnaires to students and interviewing 9 students,teachers and related leaders directly or indirectly,the relevant data of the enrollment expansion and cultivation of BC students in higher vocational colleges in W City are collected,and the performance evaluation of the policy formulation,implementation and supervision process is made based on this as the research object.The results showed that in the implementation of the enrollment expansion policy for BC students in higher vocational colleges in W City,there were some problems,such as weak performance objective management,lack of information integration,information barriers between departments,prominent contradiction between engineering and learning,and difficulty in ensuring online teaching effects due to the impact of the epidemic.In the face of these existing phenomena,relevant departments and units should further improve performance awareness,try to break down barriers between departments,let enterprises more participate in teaching,explore online teaching,flexible academic system,"credit bank","1+X" certificate and other flexible teaching and assessment methods to overcome the contradiction between work and study.It will play an important role in improving the policy and promoting the implementation of the new vocational education law to evaluate the implementation of the policy by constructing the performance evaluation index system.In addition,this study will play a positive role in expanding the application field of policy performance evaluation. |
