| In April 2009,the State Sports General Administration announcing the joint establishment of the National Youth Campus Football Work Leading Group.Since then,from 2009 to 2014,under the leadership of the State Sports General Administration,the issuance of important policy documents such as "Opinions on Strengthening the Work of Youth Campus Football in the Country" has enabled campus football to grow from scratch and the scale of development continues to expand.In 2015,six ministries including Education established the National Youth Campus Football Work Leading Group to diversify the policy and decision-making bodies of campus football.Under the joint promotion of multiple departments,"National Development and Reform Commission State Council Football Reform and Development Inter-ministerial Joint Conference Office Sports The Ministry of Education of the General Administration of Education issued a series of policy documents such as the Notice on the Medium and Long-term Development of Chinese Football in 2016-2050.The overall strategic planning and implementation rules of campus football have been gradually improved.With the successive release of campus football policies,the top-level design of campus football has gradually improved.For example,the guarantee of basic conditions such as campus football teachers,venues,and funds has not yet been cured,and there are still certain problems in teaching,training,competition,and talent training.These problems severely restrict the implementation of the grassroots campus football policy,and the unsatisfactory effect of the campus football policy implementation further severely restricts the effective governance of campus football.Constructing a scientific and reasonable evaluation system of campus football policy implementation can provide information feedback easily and quickly,which is conducive to the discovery and correction of campus football policy implementation problems,and improves the quality of campus football governance.Based on this,this article takes the policy implementation of campus football as the starting point,and studies the evaluation index system of campus football policy implementation on the basis of good governance theory and system science theory.This article takes good governance theory and system science theory campus foot policy implementation.Use the literature data method to initially establish the evaluation index database of campus football policy,determine the campus and mathematical statistics,and use the weight method combining principal component analysis and CRITIC to establish the weight of the specific evaluation index.This constructs a school football policy implementation evaluation index system,and finally uses the evaluation index system to evaluate some schools in Tianjin,and verifies the rationality and operability of the evaluation index system while evaluating the implementation of school policies.1.According to the five major elements recognized by the rule of law,transparency,responsiveness,efficiency and systematically analyze the implementation of campus football policies in accordance with the system science theory,construct a policy-making subsystem,The campus football policy execution system of the policy execution ability subsystem,the policy execution efficiency subsystem and the policy execution supervision subsystem,and initially constructed the structural model of the system,to a certain extent,discussed the collaborative operation framework of the campus football policy execution system.2.When constructing the evaluation index system of campus football policy implementation,it is necessary to follow the relevant criteria: scientific criteria,guiding criteria,combining part and whole criteria,comprehensive criteria,and operability criteria.The selection of evaluation indicators should conform to the current situation and needs of campus football development,and be guided to a certain extent under the premise of being scientific and reasonable,and fully consider the composition and overall situation of the implementation of campus football policy to guide and promote the effective governance of campus football;Reflect the implementation of campus football policy as comprehensively as possible on the premise of operability.3.Based on the systematic analysis of campus football policy implementation,the first-level indicators of the campus football policy implementation evaluation index system are established respectively for policy formulation,execution ability,execution efficiency and execution supervision.Combined with relevant literature and campus football policy documents,an index database including indicators has been established.4.Use the Delphi method to screen and modify the initially constructed evaluation index database,and build "policy formulation","execution capability","execution efficiency" and "execution supervision" on the basis of two rounds of expert questionnaire consultation.indicators such as "Policy Target Positioning","Policy Implementation Main Structure","Policy Tools",and "Policy Transparency","enhance student fitness","expand football population","lead The evaluation index system of campus football policy implementation with 50 three-level indicators such as “teaching reform” and “enriching campus culture”.5.Use the method of combining principal component analysis and CRITIC weight method to calculate the weight of the evaluation index of the implementation of the campus football policy.The principal component analysis method is used to calculate 4 first-level indicators,among which the weight of "policy formulation" is the highest at 0.3203,and the weights of the remaining three first-level indicators are0.2643,0.2637 and 0.1517 respectively.The weights of the secondary and tertiary indicators are calculated using the CRITIC weighting method,and finally the weight the campus football policy is established.6.In order to verify the rationality and operability by this research,the school football policy implementation scoring standard and score table were formulated,and three schools in Tianjin were selected School A and School C have better evaluation results,with scores of 90.41 and 89.14 respectively.The evaluation result of School B was average,with a score of
