Education quality is the lifeline of education,and the quality of compulsory education is the most important in national education.Improving the quality of basic education is not only the theme of the development of the world education,but also the policy for improving the quality of compulsory education in our country.The construction of the system of compulsory education quality assessment is the urgent need for quality education.In recent years,countries all around the world have carried out series of compulsory education quality assessments in order to have comprehensive understandings of the quality of their compulsory education and provide strong references for compulsory education reform and development.At present,research on compulsory education quality assessment in all the countries over the world has made great progress.Although education quality assessment in our country starts relatively late,recently,on the basis of learning from international and developed countries’ advanced assessment theories and methods,departments of education in our countries and district education administration have carried out compulsory education quality assessment vigorously.The paper tries to have a comprehensive and systematic discussion on the system of district compulsory education measurement and assessment in our country.It analyzes the status quo of compulsory education measurement and assessment in our country,at the same time,it references the ideas and methods of International basic education quality evaluation for putting forward the idea of constructing the system of district compulsory education measurement and assessment and taking empirical research on the idea of this framework.The study analyzes and defines the conception of the quality of compulsory education and takes education measurement,educational evaluation and taxonomy of educational objectives as theoretical basis in order to provide theoretical guidance for setting up the framework and contents of measurement and assessment and the application of the tools and methods.Through the analysis of the representative samples in the field in our country,such as basic education quality monitoring Dongcheng District,Haidian District,Xicheng District in Beijing;Xiacheng District in Hangzhou;Wuchang District,Jiang’an District and Jiangxia District in Wuhan;Xiaogan and so on,the paper looks forward to analyzing the status quo and problems of compulsory education quality evaluation in our country.The present compulsory education quality mesurement and assessment in our country contains students ’ school performance,Moral,intellectual,physical,aesthetic and the affecting factors.Normally speaking,the present tools for measurement are made up of academic ability evaluation test paper and surveys on affecting factors.The former mainly evaluates the students’ academic ability,and the latter mainly investigates the related affecting factors.The paper also analyzes the most influential,the most widely used and the most representative International student assessment projects,Program for International Student Assessment(PISA),Third International Mathematics and Science Study(TIMSS)and Progress in International Reading Literacy Study(PIRLS).Mainly through evaluating the reading literacy,mathematical literacy,scientific literacy of international students and the affecting factors,PISA has an overall understanding of the international students’ literacy.And it regards students’ literacy as its core of the evaluation.TIMSS and PIRLS take curriculum as the starting point and objective of the measurement and assessment.They mainly evaluate the ability of students’ mathematics,science,reading.By tidying and analyzing the status quo of measurement and assessment of compulsory education quality home and abroad,this study proposes the idea of the system of district compulsory education measurement and assessment in our country.And it has put such idea into the actual use.It carried out the assessment in Xian’an District,Xiangning City,Hubei Provice.The study takes 88 primary schools and 20 junior middle schools as its samples to verify the idea.
