| Promoting the balanced development of compulsory education is a vital responsibility of governments at all levels in China,and it is also a necessary part of the construction of a service-oriented government.The prosperity of education is the prosperity of the country,and education is an important field in people’s livelihood.Since the new era,China’s per capital gross domestic product has steadily increased,and the quality of life of the people has undergone significant changes.There is an increasing desire for a better life and a increasing demand for good educational resources.Currently,compulsory education plays an important role in China’s basic education system.Improving the quality of compulsory education comprehensively,providing high-quality educational resources for school-age children,and ensuring that everyone can attend good schools at their doorstep are currently the focus of the development of compulsory education.The development of compulsory education in China has gone through an unbalanced and basically balanced stage,and is now moving towards a high-quality and balanced stage.L District of Wuxi City is located in the eastern region of China,with a relatively high level of economic development.The quality of compulsory education ranks among the top in the country.Currently,it is focusing on high-level educated development and creating a national high-quality and balanced development zone for compulsory education.Taking L District of Wuxi City as an example,based on the theoretical research on the connotation,evaluation system,and countermeasures of compulsory education.Through literature review,interviews with relevant objects,in-depth field investigations,and combined with the practical exploration carried out by L District of Wuxi City to promote high-quality and balanced development of compulsory education,including improving hardware facilities,implementing group education,implementing teacher rotation system,building smart campuses,and enhancing teacher quality,According to the "Supervision and Evaluation Measures for the High Quality and Balanced Development of County Compulsory Education",it was found that the inter school difference coefficient in resource allocation in L District of Wuxi City did not meet the standards,the government’s guarantee level did not meet the standards,and there were significant differences in the teaching quality of certain disciplines.On the basis of identifying the problems,conducting cause analysis reveals that the reasons for the above problems are diverse,such as traditional policy orientation misconceptions,constraints on regional development levels,untimely feedback on policy implementation,game playing among policy entities,and inaccurate policy objectives.This article proposes countermeasures from the perspective of public management and policy,such as fully leveraging policy effectiveness and optimizing resource allocation;Reasonably formulate policy plans and strengthen government guarantees;Pay attention to teacher education management and improve education quality;Improve the government management system and enhance governance capabilities;Strengthen the awareness of policy subjects and accurately implement goals;Increase the proportion of public participation and enhance policy feedback.This article hopes to promote the L district to achieve a better and faster national pattern of high-quality and balanced development of compulsory education,provide reference in other regions,and promote the construction of a basic public education service system. |
