| As the bottom line of people’s basic livelihood,compulsory education has experienced from universal to basic balance,and is now in the key stage of highquality and balanced development.The "double reduction" policy,with its core content of "reducing students’ academic burden" and "reducing subject off-campus training",aims to establish a correct concept of education quality and students’ development concept,and promote the high-quality and balanced development of compulsory education.In order to achieve the goal of balanced development of compulsory education under the background of "double reduction",the bottleneck lies in the unbalanced quality of compulsory education.The significant difference in the quality of compulsory education has seriously affected the development of compulsory education,education equity and the realization of education modernization.Especially in the border minority areas,due to the overall scarcity of educational resources,compulsory education quality imbalance is more serious.Therefore,how to measure the situation of balanced development of compulsory education quality under the background of "double reduction" is of great significance to accelerate the structural adjustment and layout optimization of compulsory education in ethnic minority areas and promote the high-quality development of compulsory education.Based on this,this study takes Nanning,Guangxi,the capital city of border minority areas,as an example to systematically analyze the status and problems of the balanced development of compulsory education in China.On the basis of integrating the current assessment indicators of the balanced development of compulsory education in China,and integrating the spirit of the "double reduction" document,The evaluation index system of the quality and balanced development of compulsory education under the background of "double reduction" was constructed from 41 sub-indexes from five dimensions of "student morality","academic development","physical and mental development","labor practice" and "course load".The situation of the quality and balanced development of compulsory education was measured by the matter-element analysis method.From the empirical analysis by guangxi nanning quality of compulsory education balanced development highlights the education quality of disequilibrium of live,combined with field survey information obtained accordingly to the compulsory education balanced development reality pattern problem diagnosis,analysis and argumentation of guangxi nanning city compulsory education quality are the main factors causing the low equilibrium,and puts forward relevant policy Suggestions.The empirical results show that:(1)the schools in Nanning compulsory education stage carry out the education of students’ moral quality,the overall solid and effective,students’ academic development and physical and mental development need to be strengthened,especially the labor practice and course load need to pay attention to;(2)The cross-sectional comparison shows that the comprehensive scores of education quality of schools in compulsory education stage in Nanning differ greatly and show a trend of polarization.The number of schools with high comprehensive scores of education quality is small,and more than half of the schools with comprehensive scores of education quality below the average score.(3)From the internal longitudinal analysis,it is found that there are two types of schools with high comprehensive scores of education quality: first,the urban central schools with good students have high scores of education quality,that is,the large number of students with high scores of education quality makes the average score of education quality of these schools higher;Second,schools with fewer "underachiever" and small scale have higher scores of educational quality,that is,fewer students with low scores of educational quality make the average score of educational quality of such schools higher.On this basis,the guangxi nanning the optimization strategy of balanced development of compulsory education of high quality research,from strengthening education policy support capability,improve the school internal management mechanism,optimizing education resources allocation mechanism and update training system four aspects put forward the countermeasures and Suggestions,clarify the guiding ideology and control project,ensure the effective policy of Shuang Jian further fall to the ground,To promote the balanced development of compulsory education quality in the future,regional regulation and anti-gradient supply,and serve the gradual realization of educational equity. |
