In the process of economic and social development,most developed countries,such as Germany,the United States,Japan,etc,have carried out Land rearrangement and have received great effects.In recent years,urban planning,land-use planning and functional zoning,have become primary means of spatial layout in China to coordinate long-standing uneven region development.However,the imbalance in the urban-rural development and regional development,as well as the conflicts between resources and environment have become even severer,in spite of the rapid development of economy and society and the constant growth of urbanization and industrialization.As is known,land rearrangement plays a significant role in the fields of advancing overall regional development,deepening rural reform,strengthening new rural construction,and promoting land intensification and economical utilization,etc.Currently,the task of land rearrangement,in terms of national and provincial level,is focused on the guidance of legislation,policy-making and delimiting key regions in remediation while in the level of municipal,the main emphasis is the selection of remediation units and project design.In practice,it's rather subjective,casual and blind in the process of selecting space units,allocating the project and sequencing implementation steps.Furthermore,it also can't be answered precisely and specifically what the suitable space among different land rearrangement patterns is and what the priority of complicated project implementation procedures is.The spatial decision of land rearrangement has a profound impact on the realization of regional and overall urban-rural strategic layout goals,thus,spatial decision has become a forefront issue in land management and it is highly urgent to push forward the study in this field.Lianyungang,the leading city of coastal development in Jiangsu Province,is undergoing a period of rapid economic development and urbanization advancement presenting a big gap between urban and rural economy and high potential of rural resources in its resources utilization,which provides a good opportunity for Land rearrangement.Because of the spatial variation in municipal resources and environment and the differences in economic and social conditions,Land rearrangement needs systematic and scientific spatial decisions to make detailed and specific remediation programs aiming at improving the development of urban-rural pattern.Therefore,based on the remote sensing data of TM images in recent 20 years and the theories of spatial decision target and ecological niche,we took Lianyungang as a case to implement the spatial qualitative research on municipal Land rearrangement preliminarily and the spatial quantitative and located research on Land rearrangement in central city areas in detail through building a three-level partition system of Land rearrangement called R-U-P-E system by gradual superposition method,establishing a space matching model of Land rearrangement patterns by gray matter-element evaluation method and developing a spatial decision system(LRSDSS_LYG)of Land rearrangement by integrating critical decision processes.This research is aim to provide a favorable basis for systematic and detailed Land rearrangement program and orderly development of urban-rural patterns.The main conclusions of the research are as follows:(1)By interpreting remote sensing data based on decision tree algorithm,it shows that the urban land is in accelerated expansion in recent 20 years while the development of urbanization and new rural construction is imbalanced,the ecological space deficit caused by the changes of land-use structure is increasing every year,and the protection of land use on ecology and environment is insufficient.The aggregation degree of rural residence is acceptable while there's a further extension in total area and per capita indicators.The study shows that,to promote the coordination urban and rural development and ameliorate the ecological environment,Land rearrangement requires multi-level comprehensive partition and its space needs to be allocated orderly.(2)The study area is divided into 23 third-grades,8 second-grades,4 first-grades Land rearrangement zones through the R-U-P-E three-level partition system.The partition results indicate the zone of urban construction land priority remediation,agriculture and rural priority remediation,agriculture and rural second priority remediation,ecological protection priority remediation respectively account for 31%,8%,46%,15%of the city's total land area.The partition results have defined the key point,time sequence,scale and ecological limits of different land rearrangement.It provides a spatial direction for Land rearrangement and determines the city's Land rearrangement layout preliminarily and qualitatively.(3)According to the difference of land rearrangement purposes,objects and operation modes,12 kinds of Land rearrangement mode are summarized in the study area.On this basis,through a space matching model of Land rearrangement modes by gray matter-element evaluation,we match the 8 sub-divisions to 12 modes in space.The results show that the eastern part of Lianyungang with better location and economic condition has more remediation modes and is more advantageous in the implementation of a comprehensive land rearrangement mode.The spatial matching results manifest the most appropriate space of different modes,which provides scientific basis for the position decision in making processes of land rearrangement in the whole city.(4)Selected the downtown village renovation pattern in central city as a sample land rearrangement mode,and based on the development of spatial decision system(LRSDSS_LYG)of land rearrangement and its application in the practical problems,we prior select the Land rearrangement scheme of spatial location,target quantification and implementation sequencing in central city areas where the downtown village is integrated into residential district,which serves as a typical example for the spatial decision of land rearrangement in Lianyungang.Through object-oriented method,the system has modularized the decision processes of suitability assessment,spatial clustering,priority measurement and final reasoning,and achieved the model systematic integration by class relationships,which effectively assists the spatial decision automation and improves the operation efficiency of the complex spatial decision.The system architecture,class design,programming language and the data-objected integration mode of LRSDSS_LYG,can provide references for the development of land rearrangement spatial decision support system.
