Land is the material basis of human survival and the carrier of all space activities, irreplaceable and regeneration. Land’s natural and socio-economic attributes determine location differences, so there are strong regional differences in the way of land use,the structure and the strength. With the process of urbanization accelerated, many problems resulted from urban expansion become severe increasingly.Such as extensive land-use, ecology and environmental pollution, and the man-land relationship is in heightening tension. Land-use zoning is a way of exploiting land resources reasonably and efficiently. Zoning reasonably or not will directly affect the development depth of land resources, ecological environment protection and regional evolution.At present, the third round of general land use planning based on resources, environment and ecological proposes higher requirement to land use zoning. In May2009, the Office of Land Resources (hereinafter referred to as No.51) provisions that general land use planning at town-level and county-level delimit three boundaries to form four zonings. Three boundaries are the boundary of constructive expansion permitted zone, of constructive expansion limit zone, and of constructive expansion prohibited zone.Four zonings are the constructive expansion permitted zone, conditionally-permitted zone, restricted zone and prohibited zone. It aims to strengthen space control of the urban and rural construction through land use zoning.Therefore, study on land use district is the need for rational using land, and for scientific planning revision. This article relies on the project of Changfeng county land use planning, associated with the spirit of No.51, using GIS, SPSS and other modern technology, combining qualitative with quantitative methods to explore the idea, the methods and technology route of land use zoning at county-level.The purpose is to formulate a scientific and reasonable land-use zoning scheme,to achieve land sustainable development by resolving land-use environmental issues and controlling inappropriate behavior.The paper mainly comprises the following sectors:Part I:Introduction. It mainly analyzes the background, the purpose and significance of the study, introduces the research development at home and abroad,a nd summarizes the main content and technical route of this paper.Part Ⅱ: The theor ies and technical methods of land use zoning. This section describes the meaning of land use zoning, the theory basis, zoning types, methods involved.Part Ⅲ: General situation of study area.It focuses on the natural, economic and ecological conditions, land utilizatin situations at present and development positioning in future of Changfeng country.Part Ⅳ: The application about land utilization district at country-level.This part is the core of the paper, including:(1) Function zoning of land use. According to the coupling theory on land development and protection, by establishing evaluation index system, using analytic hierarchy process(AHP), according to the match-status of division unit on land use, economic development and resource capacity of environment, Changfeng is divided to optimize development zone, key development zone, moderate development zone and control development zone. Respective control measures to each zoning are proposed.(2) Land use zoning. Through establishing zoning principles, proposing key points of qualitative and quantitative partition, combining with land use function zoning results, using principal factor method and GIS overlay method, we divide Changfeng County into seven main application partitions.(3) Establishing the two-class zoning system. Compared land use zoning with the function zoning, the two regions overlap exists. By comprehensive analysis, a functional partition-oriented land use zoning system is built.(4) Space control division research on urban and rural construction land.In order to strengthen the administration of urban and rural construction land, combined with the land use zoning achievements, the paper tries to explore the process and methods of zoning for regulating the constructive expansion.Part V:Research on land use zoning control measures.First, respective control measures to land use zoning are proposed based on functional partition-oriented. Second, considering the result of construction land division in Changfeng, combining "control"and "governance", zoning control directions are put forward. It suggest that constructive expansion permitted zone adopt harmonious governance, conditionally-permitted zone use optimization governance, restricted zone employs control type governance and prohibited zone apply mandatory type governance.
