The implementation of household contract responsibility system has brought great development of China's agricultural economy.However,the agricultural land fragmentation has become one of the obstacles to the further development of agriculture.In the current China,the market economy has become an important basis for economic system construction,agricultural farmland as an important factor of production in the market economy,safeguard its liquidity is an important prerequisite for the market to play a leading role in the allocation of resources.On the other hand,the development of agriculture to scale and industrialization has become an important prerequisite for the further development of agriculture.To promote the circulation of rural land in China has become an important factor to promote the development of agriculture in china.The internal and external environment of China's agricultural land transfer is very different,and the implementation of a unified agricultural land transfer mode is obviously out of date.In recent years,in the land circulation system under the unified framework of the central government,all the actual,creatively explore the patterns of rural land transfer,the formation of distinctive local characteristics of the land transfer mode,the objective is to promote the circulation of agricultural land.Up to now,China's agricultural land transfer has made considerable achievements,but there are still many problems in the circulation of agricultural land,improving the mode of rural land transfer is one of the ways to solve these problems.This paper tries to provide theoretical basis for the innovation of China's agricultural land transfer model through the theoretical study of farmland transfer model.The paper is divided into nine chapters.The first chapter of the thesis research background,research significance,research status of Marx theory,the research status at home and abroad were reviewed,the basic content and the research object,introduces the research and the innovation and the inadequacies.The second chapter defines the relevant concepts used in this paper,and briefly introduces the relevant theories of China's farmland transfer model.This chapter defines the agricultural land,land transfer,land transfer mode of the concept of property rights theory,the research involved in the land circulation pattern of the transaction cost theory,principal-agent theory and institutional change theory summarizes,which lay a theoretical foundation for the analysis.The third chapter reviews the history of China's agricultural land transfer,and analyzes the status quo of China's agricultural land transfer.First of all,according to the degree of the land transfer,since the founding of new Chinese 1949 land transfer into the free transfer stage,and gradually transfer prohibited transfer stage stage,and summarizes the three stages,the government for the change of farmland policy;then,in the current China farmland transfer data as the basis,summed up the overall situation of Chinese farmland transfer,summed up the four characteristics of the current situation of China land circulation;finally,refers to the five major problems of current rural land transfer in Chinese.The fourth chapter makes a theoretical study on the typical patterns of farmland circulation in china.This chapter points out that the three main bodies of rural land circulation are government,intermediary organizations and farmers.In the process of the development of rural land circulation,the main body is gradually involved.The beginning of the transfer of farmers,and then the government to intervene to promote the transfer of agricultural land,and finally intermediary organizations to participate in the transfer of farmland,the entire process is the process of agricultural land circulation from the disorder to the norm.Thus,it is concluded that the basis of the division of agricultural land transfer mode is the status and contribution of each subject in the process of rural land transfer.The flow pattern selection of farmland standards,this chapter analyzes the standard from the perspective of transaction cost,execution cost of the whole transaction costs include the transaction before the transaction information cost,negotiation and signing a contract,after the transaction cost.The standard of choosing the mode of rural land circulation is to minimize transaction costs,and to reduce transaction costs is an important reason for the change of farmland transfer mode.Then,this chapter constructs the theoretical model of China's agricultural land transfer model,through the analysis of the three main participants in the process of rural land circulation in order to obtain the maximum benefit.On the one hand due to the existence of asymmetric information and therefore bring individual and society or loss to achieve the normal operation of the market mechanism,the government should take some measures to encourage farmers and intermediary organizations to participate in the circulation of agricultural land;on the other hand,intermediary organizations by government risk compensation,reduce the credit problem the farmers brought or expected losses,which are more willing to participate in the transfer market in the past.On this basis,this chapter will Chinese typical mode of land transfer is divided into;farmers spontaneous private circulation mode,government dominant mode and focus on the transfer market driven agency model,through the analysis of the three circulation mode of transaction cost and transfer performance,the three circulation patterns of transaction costs are decreased,and the the transfer performance is rising in turn conclusion.The chapter concludes that market driven agency transfer mode is the basis of farmers need to have a long-term and effective forecast for farmland,this is expected to take the government to provide convenience in the institutional environment,namely in the collective ownership of rural land under the condition of complete agricultural land management rights can be turned into a complete and independent commodity assets.The fifth chapter analyzes the practice of farmland circulation model in different regions of china.Taking into account the level of economic development is not a China and land transfer mode selection difference,select Chengdu rural land circulation pattern,the South China Sea circulation model and Shaoxing rural land transfer mode of the three representative practice of the land transfer mode expansion analysis.The analysis of the status quo,three kinds of land transfer mode,the practice performance and shortcomings,forming three conclusions:one is the coexistence of a variety of typical areas although some circulation patterns,but the intermediary agent model to promote the evolution of the final market trend will not change;the two is the practice of China land transfer mode,government the effect is still essential;the realization of the three intermediary proxy mode,market driven,need to meet three conditions,namely:farmers as the main flow,and actively participate in market intermediary,give full play to the role of government responsibility.The sixth chapter is about the analysis of foreign agricultural land circulation in the United States,Britain,Vietnam and Taiwan,and the beneficial enlightenment to the land circulation in china.This chapter chooses the private ownership of land as the representative of the United States and the United Kingdom,the land transfer of public ownership of farmland as the representative of Vietnam's agricultural land transfer and land transfer Chinese in Taiwan area were analyzed,summed up the farmland circulation in these countries and regions in common,summed up the circulation of five inspiration for the China continental land.The seventh chapter puts forward the idea of the innovation of China's farmland transfer model.Combined with the analysis and conclusion of the previous section,this chapter first puts forward six constraints,choose the Chinese transfer mode are:land resources,special land system history,market mechanism and system,land property right and the attitude of the government,the social security system and farmers in land transfer willingness;then pointed out that the four basic requirements,innovative mode of land transfer China are conducive to agricultural land resources market allocation,conducive to the realization of scale management of farmland,is conducive to the protection of farmers' land rights and is conducive to the protection of farmland;then gives four principles,innovation mode of land transfer Chinese are legitimate and scientific,tolerance and persistence,farmer oriented;finally pointed out the three kinds of typical Chinese farmland circulation model innovation way And the eight implementation mechanism,Chinese land transfer mode innovation are:the establishment of farmland transfer risk management mechanism,establishing support mechanism,the establishment of farmland transfer credit guarantee mechanism,the establishment of farmland circulation mechanism,cultivate land circulation intermediary organizations,Jian Linong and construction land conversion mechanism,between the circulation of farmland and farmers' social security combine to promote the combination of theory and practice of fiscal policy,to promote community participation in rural land transfer mode innovation.The eighth chapter gives some suggestions on the innovation of China's agricultural land transfer mode.First of all,is to clear the role of the government,including the government in farmland circulation legal responsibility,economic responsibility and social responsibility;secondly,to comply with local actual situation,the establishment of farmland transfer market mechanism,improve the rural social security system in three aspects to strengthen the construction of farmland transfer market;finally,from the maintenance of farmers in the land transfer market dominant position,improve the service system,farmers' land contract management rights based on the three aspects of the compensation mechanism of farmland transfer to guarantee farmers' rights and interests in the land circulation.
