The Study On DAC Development Cooperation Evaluation System And Implication

Since 1960s,development co-operation has continually adjusted and expanded,and discussions about the effectiveness of development aid have not stopped yet.How to improve the quality of development aid in evaluation is the common concern of Chinese and international development aid.In this study,a historical introduction and logic analysis of DAC development aid evaluation system are made by using the methods of literature review,interview,case analysis.The study reveals and analyzes the essence characteristics of the evaluation system,and examinethe internal contradictions of the system and its causes,in order to outline DAC Development Co-operation evaluation system,summarize its characteristics and limitations,and then provide references for China to build a scientific development aid evaluation system.As a representative organization of Western development assistance,DAC’s development aid evaluation system is the most mature and influencial development aid evaluation system at present.But in DAC’s evaluation system,the evaluations show that most development aid projects are successful and effective while the data about recipient countries’ economic and social development shows the aid is inefficient and even invalid.The scientificity of the DAC evaluation system is worth rethinking.The study consists of six parts,including an introduction,a conclusion,and four main body chapters.First of all,On the basis of the study on OECD and DAC Network on Development Evaluation,the study explains the history and present situation of DAC evaluation systems in Development Co-operation with related research and case interviews.Secondly,with the study on evaluation systems in Development Co-operation,the study draws conclusions from four aspects,professionalization,transparency,normalization and flexibility;the study also shows evaluation process and analyzes action strategies from indicators building and information gathering aspects based on various cases.Thirdly,from the paradox of aid effectiveness,the study examines the main problems of DAC development assistance evaluation system from the perspective of global governance,and reveals its inherent contradictions and causes.Finally,based on the present situation and limitations of the China’s aid evaluation,the new strategic recommendations are made with the experience and lessons of DAC evaluation systems in Development Co-operation.The study finds that DAC has build explicit,normative and handy evaluation systems,which are based on the Paris Declaration on Aid Effectiveness.In addition to the conventional aid evaluation,DAC also developed a series of creative aid evaluation guidelines and methods in extreme cases.Through the analysis of the aid effect paradox,the inner contradictions of DAC aid evaluation systems are mainly in four aspects:the combat between the donor-centered and recipient-centered,the conflicts between the macro and micro goals,the imbalance between the short-term and long-term mechanism,the bias between qualitative and quantitative methods.The profound reasons are imposing Western values on other countries,lack of logical consistency,the limitations of their ideology and methodology,and lack of effective coordination.As an emerging donor and advocate for South-South Cooperation,China need to build a new scientific aid evaluation system.DAC’s experiences on technological ability and operation can be learned by China.China also should display cultural superiority diligently and build the aid evaluation system with Chinese characteristics together with communications with Western countries.
