| As Chinese economy switches gear from high-speed growth to high-quality development,achieving high-quality development in economic and social fields has become the guiding targets of all regions and governments of all levels in the country.In the critical transition juncture,accelerating high-quality development and further enhancing the innovation capability and competitiveness of the country is indispensable to realizing sustainable and sound growth under the new development concept.To this end,a scientific and comprehensive evaluation index system should be put in place to keep track of the development,and to identify and solve problems.By focusing on the high-quality development of Tianjin Port Free Trade Zone,which is a typical representative of national industrial functional area in China,this paper combs through the existing research results on the topic of high-quality development,and clarifies on the definition of industrial functional area and high-quality development.It applies sustainable development theory,new public management theory and economic growth quality theory to analyzes relevant evaluation index system at home and abroad,and come up with a high-quality development evaluation index system,which is further used to gauge the status quo of Tianjin Port Free Trade Zone.The study shows that problems do exist in the pursuit for high-quality development of Tianjin Port Free Trade Zone,for example,the slow replacement of growth drivers with new ones,extensive instead of intensive growth mode,low amount of pilot projects to optimize business environment,and the gap between demand of enterprises and the supply of public services,etc.By drawing on the successful experience of the Shanghai Waigaoqiao Free Trade Zone,the Suzhou Industrial Park and the Wuhan East Lake High-Tech Development Zone,and taking into consideration of the reality of Tianjin Port Free Trade Zone,this paper brings up with the following policy suggestions: construct a modern industrial system to nurture new drivers for economic transition and upgradation;encourage innovation and entrepreneurship to attract new technologies and talents;have a broader guiding vision on openness and development to coordinate actions and development of different regions;optimize business environment by deepening systematic and institutional innovation;boost regional development quality by mobilizing and better utilizing existing resources;improve ecological environment,and set a good example of smart city-industry integration. |
