Research On The Construction And Application Of Agricultural Modernization Evaluation Index System In China

Constructing a scientific and rational evaluation index system for agricultural modernization is the premise for correctly judging the process of agricultural modernization and the basis for promoting agricultural modernization.It is important for formulating agricultural modernization development policies and selecting appropriate models.Therefore,based on the transformation of traditional agricultural theory,sustainable development theory and agricultural modernization theory,this paper starts from the connotation and basic characteristics of agricultural modernization.Multi-index comprehensive measurement method was used to construct agricultural modernization evaluation index system.The combination of analytic hierarchy process and expert scoring method were used to calculate the weight of the indicators.In the end,level of agricultural modernization of China and its 31 provinces in 2016 was measured.This research indicates:(1)Agricultural modernization is the transformation process from traditional agriculture to modern agriculture.The development of modern agricultural has six characteristics,including rational industrial structure,advanced production system,optimized of management system,appropriate support system,efficient output and environmentally friendly production methods.(2)Starting from the definition and characteristics of agricultural modernization,this paper followed five principles to select 23 indicators from six aspects.The analytic hierarchy process and the expert scoring method are used to calculated the weights of the indicators.(3)Based on the comprehensive evaluation model of agricultural modernization,this paper used the statistical data released by relevant departments to measure the level of agricultural modernization in 2016.The empirical analysis shows that the comprehensive index of agricultural modernization in China is 64.51 and in the stage of transformation and leapfrogging;from the perspective of sub-region,the level of agricultural modernization development from high to low is eastern,northeast,central and western region;The realization of greem development is relatively high,and the achievement level of quality and efficiency is relatively low.(4)The index system and evaluation model were reasonable,which can objectively reflect the overall level of agricultural modernization and eflect the gap between current situation and target level in different regions.This paper found out the main problems in the process of agricultural modernization and provided quantitative reference for the makers of agricultural policies.Based on the above conclusions,this paper proposed four suggestions for promoting agricultural modernization:(1)Different regions should promote the development of agricultural modernization based on local conditions;(2)All provinces must face up to the imbalance of agricultural modernization development level and learn from each other's strengths;(3)Perfect the agricultural science and technology policy system to improve the level of quality and efficiency;(4)Accelerate agricultural informatization to promote the transformation and upgrading of modern agriculture.
