sustainable motive force to economic growth,the producer services have the characteristics of high technology,knowledge intensity,high value increment,high industrial relevancy,etc.,and have been important components of the basic socio-economic structure,undertake the important functions such as improving the production efficiency,optimizing the industrial structure,transforming the economic growth modes,etc.,and plays the basic,pioneering and driving-type roles in the development of China's national economy.The experience of developed countries shows that the demands of consumer services and government services are in the decreasing ratio in the post industrialization age,and the development of the producer services,by virtue of the functions of "adhesive" among various industries and "driver" for industrial innovation patterns,determines the development potential of a country or region to a certain degree.With the thinning division of production,advancement in technical innovation the development of China's national economy.The experience of developed countries shows that the demands of consumer services and government services are in the decreasing ratio in the post industrialization age,and the development of the producer services,by virtue of the functions of "adhesive" among various industries and "driver" for industrial innovation patterns,determines the development potential of a country or region to a certain degree.For long,China's economic development presents the extensive growth characteristics,the technological level of the manufacturing industry is backward,resource consumption and environment pollution are serious,the development of the service industry is excessively dependent on cheap labor power,and the producer services which support and guide the national economy start slowly,and the development levels is lower than those in developed countries.The main presentations are that the output scale of the producer services is small and account for a small proportion in the national economy;the industrial structure is backward and high-end producer services are underdeveloped;the opening-up degree is low,and the capital access threshold is high,which causes seriously insufficient development vitality,inadequate industrial competition activeness and lack of innovation.Another main presentation of the backward development of the producer services is the low industrial relevance with other industries.With the manufacturing industry which has the closest relevance with the producer services for example,after comparing the intermediate demand proportions from various industries of China's and America's manufacturing industries,it is discovered that China's manufacturing enterprises put 68.9%of their intermediate input into the manufacturing industry,and their intermediate demands from the producer services industries only account for 9.7%which is far lower than the demand proportion(29.5%)of America's manufacturing industry from the producer services.The producer services are the typical "intermediate input" industries,and their embedment degree in sector production process,their fusion degree in the industrial upgrading process and their guiding role in the transformation of China's national economic growth modes determine China's future sustainable competitiveness.For the purpose,the paper,based on the industrial relevance theory,by using the input-output model and input-output structural decomposition analysis(SDA)and building several indicators,builds a systematic framework which can comprehensively analyze the industrial relevance characteristics of the producer services,makes a detailed empirical measurement of the industrial relevance characteristics of China's producer services from the three dimensions of vertical dynamic comparative analysis,horizontal comparative analysis and interactive comparative analysis,and makes exploratory analysis and conclusion.The main conclusions include:China's producer services show strong characteristics of intermediate input products,and promote China's national economy mainly by depending on the supply-type impetus from forming intermediate input products,which verifies that the producer services strongly constraint the development of national economy,therefore,the priority development of the producer services can effectively support the sustainable development of the national economy.The producer services promote the tertiary industry mainly by depending on the demand-type pulling force,but as the tertiary industry significantly increases its intermediate demands of the producer services,as the producer services play the increasingly significant role in promoting the "self-strengthening" endogenous cumulative development mode of the service industry,on the contrary,the manufacturing industry has a decreasing intermediate demand rate and direct consumption coefficient of the producer services,and the low relevance degree between the producer services and the manufacturing industry needs to be urgently solved in China's industrial structure upgrading and adjustment,The spillover effects of the producer services with other industries get gradually strengthened.The multiplier and spillover effects of the secondary industry,tertiary industry and producer services are significantly promoted,the endogenous growth force of the national economic development and the inter-industry relevance promotion effects are being strengthened,and the economic development systems and mechanisms are constantly optimized.The producer services of most provinces fall under the category of intermediate product industry,and the producer services in these regions not only have great demand pull of the intermediate input products of other industries,but also circulate in the entire industrial system as intermediate input products for production and consumption of other industries.The spillover effects of the producer services in Eastern China are significantly higher than those in Central-Western China.After the rapid development,the producer services in Eastern China,on one hand,realize the improvement of output scale and efficiency,on the other hand,form relatively close industrial relevance with the manufacturing and service industries and gradually show the spillover effects on other industries.The producer services in Central-Western China are undergoing the layout stage of rapid development,but don't form mature industrial interaction with the manufacturing and service industries.There is a "threshold" between the internal enhancement effect and external spillover effect of the producer services,when the multiplier effect reaches the critical point,the industrial spillover effect will be more significant,and the intra-industry self-relevance and inter-industry cross relevance are the dual prerequisites to reach the critical point.After analyzing the industrial integration effect,the producer services have larger impetus of integrative development with the manufacturing industry.From the degree of opening to the interior of the producer services,the external supply degrees of the producer services are very low in various regions,nearly 90%of China's producer services products are circulated inside the regions,and the external output of the producer services in various regions is significantly insufficient.From the regional relevance and spillover effects of the producer services,the development of the producer services in Beijing,Tianjin and Northern China shows high intra-regional relevance.The intra-regional relevance of the producer services in Northeast China and Southwest China is weak.The producer services in Northwest China are in the stage of rapid expansion and development and show high external spillover effects.The producer services in Central China closely communicate with those in the three coastal regions,and also provide a lot of intermediate input for the development of those in Northwest and Southwest China.The producer services in the southern coastal regions have no high inter-regional relevance,but their product system effectively supports the development of the producer services in other regions.According to the rules for the inter-regional spillover effects of the producer services,the forward-backward relevance of the producer services between two regions or among several ones is much closer,and the mutual spillover effects of the producer services are often more significant,such as in Northeast China,the coastal regions and Beijing and Tianjin in Northern China,Eastern China and Central China,Northwest China and Southwest China,etc.,but the spillover effects between two remote regions are often non-significant,indicating that there is certain "range attenuation" in the inter-regional spillover effects of the producer services.Based on the aforesaid conclusions,the paper believes that it is necessary to realize the importance of the producer services in China's industrial upgrading and create the loose policy environment for the producer services.It is necessary to enhance the industrial relevance between the producer services and other industries,coordinate the development relations of the producer services with the manufacturing and service industries,promote the benign interaction between the producer services and the manufacturing industry,and intensify the "self-intensifying mechanism" of the producer services and the manufacturing industry.It is necessary to make suitable development policies for the producer services for different regions,the economically developed regions should give priority to the producer services which can guide and drive the industrial structure optimization and upgrading,and the economically underdeveloped ones should give priority to the producer services which adjust to the local productivity expansion and help them the regions develop the market and transform the growth modes.It is necessary to strengthen the inter-regional communication of the producer services,open up the inter-regional circulation channels of the producer services,encourage the export of the producer services from developed regions to the underdeveloped ones,take "the Belt and Road",Yangtze River Economic Zone,and other policy orientation as the opportunities,and regard the inter-regional exchange of the producer services as the important link of China's inter-regional industrial relevance. |
