Policy Effect Of Financial Supporting To The Cooperative In China

At present,China has entered a new normal stage.Agriculture is facing many challenges.It is increasingly urgent to build an intensive,specialized,organized,and social integration of the agricultural management system.As a new agricultural management subject,the cooperatives play an increasingly important role in solving the problems of agricultural,rural and farmers' affairs.To strengthen the role of government finance in supporting farmers ' professional cooperatives is to cultivate and support the development and expansion of cooperatives.From the practice point of view,our government at all levels in the financial support of cooperative development has not only made great efforts,but also achieved good results and played a positive role in promoting the development of cooperatives,and improving farmer incomes.Based on new institutional economics theories,this paper combined with the development of the status and characteristics of the farmer specialty cooperative organization,government financial support to the development of cooperative policy needs and policy supply to give a more comprehensive analysis framework.On this basis,combined with the author's research,this paper discusses and empirically studies the effect of policy support for the development of cooperatives in our country.It makes some conclusion after analysis.Firstly,the policy demand of the farmer specialty cooperative organization in China is the institutional arrangement based on the comparative benefits of farmers and cooperatives.With the deepening development of agricultural and rural problems in our country,government departments at all levels need to play the leading role in institutional change to promote more standardized development of cooperatives.Secondly,here are some new situations and features in the development of the farmer specialty cooperative organization in China.The current policy demand and policy supply of cooperatives are not balanced,which is the insufficiency of policy supply,and the government needs to further increase the policy supply.Thirdly,from the research samples and the research cases analyzed,the financial support effect of the government can be brought into play,and the new financial support model can fit the government's policy supply and the demand of the cooperatives and the members.Fourthly,the object of fiscal policy support,the degree of standardization of the development of cooperatives and other issues is to respond to the main effects of government financial support.According to conclusions above,it puts forward some policies and suggestions.First of all,propagandize and implement the revised "the law of cooperatives".Secondly,improve and optimize the financial support policy,formulate financial policy support plans,focus on guiding and demonstrating the role of fiscal funds,determine reasonable financial support targets,optimize policies and procedures,and strengthen financial supervision.Thirdly,change the policy thinking of first develop the post specification in the past,improve in development,and improve in the development.Strengthen the construction of the demonstration cooperative and play a leading role.Fourthly,strengthen the role of local governments at all levels of the link.Respect the innovative spirit of local governments and stimulate the vitality of local governments.Last but not least,improve the internal governance mechanism of cooperatives to enhance the co-development of the endogenous power.
